CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD REGULAR MEETING AGENDA September 15, 2016 I. CALL TO ORDER Vice-Chairman Ken Curry called the meeting to order at 6:02 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Laura Nelson, Administrative Assistant III, confirmed the meeting had been posted in accordance with the Nevada Open Meeting Law by posting the agenda three working days prior to the meeting at the Multigenerational Center, City Hall, Whitney Ranch Recreational Center, and Fire Station No. 86, the Nevada Public Notice website, and the City of Henderson website. Present: Chairman Wayne Horlacher (arrived at 6:04 p.m.) Karen Fabian Scott Heiny Scot Sheri Lileikis Alissa “Blythe” Matkin Absent: Jerry Slater (excused) Staff: Brent Gunson, Assistant City Attorney III Tedie Jackson, CCS Reporter Laura Nelson, Administrative Assistant III Alyssa Rodriguez, City Traffic Engineer Staff: Guest: Richard Munoz III. PUBLIC COMMENT Richard Munoz, no address given, was present to observe the meeting. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Mr. Heiny introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice-Chairman Curry declared the motion carried. Citizens Traffic Advisory Board Page 2 of 3 Thursday, September 15, 2016 – Minutes V. NEW BUSINESS NB-1 MINUTES OF JUNE 19, 2016 PUBLIC WORKS, PARKS AND RECREATION Approval of minutes for June 19, 2016. Mr. Curry will be added under present. (Motion) Ms. Matkin introduced a motion to approve the June 19, 2016, minutes amended. The vote favoring approval was unanimous. Vice-Chairman Curry declared motion carried. NB-2 SERENE COUNTRY ESTATES STATUS UPDATE PUBLIC WORKS, PARKS AND RECREATION A status update will be provided by staff regarding traffic calming in Serene Country Estates. Alyssa Rodriguez, City Traffic Engineer, presented a summary of this item and reported that staff discussed issues with residents, and is working with the public information. Staff will try temporary traffic calming devices and conduct a survey with the residents to determine appropriate traffic calming methods. NB-3 PATTI ANN WOODS STATUS UPDATE PUBLIC WORKS, PARKS AND RECREATION A status update will be provided by staff regarding traffic calming in the Patti Ann Woods area. Alyssa Rodriguez, City Traffic Engineer, reported that staff will conduct a speed study and data collection of this area to determine whether traffic calming measures are warranted. Ms. Fabian noted an issue regarding safety for kids riding bikes in streets. Staff will look into this concern and provide an update at the next meeting. CHAIRMAN\MEMBER COMMENTS Ms. Lileikis noted a concern of people traveling west on Galleria Drive and making a U-turn instead of turning onto Mall Ring Circle to the Galleria Mall. This is causing accidents with vehicles traveling east on Galleria Drive or exiting the Mall. Staff will check into this concern and report at the next meeting. There was a consensus of the board members that staff can stop using binders and provide meeting packets. A request was made that staff send all board members an Outlook appointment of CTAB meeting dates. VII. SET NEXT MEETING The next meeting was set for October 20, 2016, at 6:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
