CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD REGULAR MEETING AGENDA November 17, 2016 I. CALL TO ORDER Acting Chairman Ken Curry called the meeting to order at 6:02 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Laura Nelson, Administrative Assistant III, confirmed the meeting had been posted in accordance with the Nevada Open Meeting Law by posting the agenda three working days prior to the meeting at the Multigenerational Center, City Hall, Whitney Ranch Recreational Center, and Fire Station No. 86, the Nevada Public Notice website, and the City of Henderson website. Francis Shipp, Police Department Staff: Guest: Lou Williams Steve Brown Citizens Traffic Advisory Board Page 2 of 4 Thursday, November 17, 2016 – Draft Minutes III. PUBLIC COMMENT Steve Brown, 925 Santa Helena Avenue, stated he almost hit a small girl on San Gabriel by the park, and said something needs to be done to increase safety in the area. IV. ACCEPTANCE OF AGENDA NB-3 will be heard immediately following Acceptance of the Agenda. (Motion) Mr. Heiny introduced a motion to accept the agenda as amended. The vote favoring approval was unanimous. Acting Chairman Curry declared the motion carried. V. NEW BUSINESS NB-1 TRAFFIC CALMING ON PATTI ANN WOODS DRIVE BETWEEN COLLEGE DRIVE AND GREENWAY ROAD PUBLIC WORKS, PARKS AND RECREATION Approve the recommendation for traffic calming on Patti Ann Woods Drive between College Drive and Greenway Road. This item was heard immediately following Item NB-3. Alyssa Rodriguez, City Traffic Engineer, gave a presentation on the proposed item and stated that staff recommends that the area be left as it and the police department conduct focused speed enforcement in the area. (Motion) Mr. Heiny introduced a motion to approve the recommendation for traffic calming on Patti Ann Woods Drive between College Drive and Greenway Road. The vote favoring approval was unanimous. Acting Chairman Curry declared the motion carried. NB-2 TRAFFIC CALMING RESULTS ON HIGH VIEW DRIVE BETWEEN VALLE VERDE DRIVE AND GREEN VALLEY PARKWAY PUBLIC WORKS, PARKS AND RECREATION Review of the information for traffic calming options on High View Drive between Valle Verde Drive and Green Valley Parkway. Citizens Traffic Advisory Board Page 3 of 4 Thursday, November 17, 2016 – Draft Minutes Ms. Rodriguez gave a brief summary of the item and noted the traffic calming improvements that have been put in place in the area of High View Drive between Valley Verde Drive and Green Valley Parkway. She said there have been numerous positive impacts as a result of the changes. NB-3 PARKING ON SAN GABRIEL AVENUE PUBLIC WORKS, PARKS AND RECREATION This item was heard immediately following Acceptance of the Agenda. Approve recommendations for parking options on San Gabriel Avenue. Alyssa Rodriguez, City Traffic Engineer, gave a presentation on the proposed item. She said staff recommends leaving the street as is with a 7-foot parking lane and 10-foot travel lane. Discussion ensued regarding the width of the road and the potential risks associated with widening the road. (Motion) Acting Chairman Curry introduced a motion to continue the item to allow staff to check into the feasibility of moving the striping over four feet to increase the lane on the side nearest the park. The vote favoring approval was unanimous. Acting Chairman Curry declared the motion carried. NB-4 SPEEDING ON SOLERA MOON DRIVE PUBLIC WORKS, PARKS AND RECREATION Approve the recommendations for addressing speeding on Solera Moon Drive. Ms. Rodriguez gave a presentation on the proposed item and stated that staff recommends that Solera Moon Drive be left as is and that spot enforcement be conducted by the police department. (Motion) Ms. Matkin introduced a motion to approve staff’s recommendation that Solera Moon Drive be left as is and spot enforcement be conducted by the police department. The vote favoring approval was unanimous. Acting Chairman Curry declared the motion carried. (Motion) Mr. Heiny introduced a motion to accept the minutes of September 15, 2016, as presented. The vote favoring approval was unanimous. Acting Chairman Curry declared the motion carried. VI. CHAIRMAN\MEMBER COMMENTS There were no comments presented. VII. SET NEXT MEETING The next meeting was set for December 15, 2016, at 6:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
