CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Monday, November 14, 2016 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 5:50 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Andy Hafen, Mayor Sam Bateman, Councilman Debra March, Councilwoman John F. Marz, Councilman Gerri Schroder, Councilwoman Absent: None Officers: Robert Murnane, City Manager Josh Reid, City Attorney Sabrina Mercadante, City Clerk Absent: None Staff: Richard Derrick, Chief Financial Officer Robert Herr, Director of Public Works, Parks & Recreation Stephanie Garcia-Vause, Community Dev. and Services Director Tedie Jackson, Council and Commission Services Reporter Jonathon Nunes, Sr. Deputy City Clerk Mayor Hafen announced this meeting is being video recorded and streamed live to the Web. Henderson City Council Committee Meeting Page 2 of 3 Monday, November 14, 2016 – Minutes III. ACCEPTANCE OF AGENDA (Motion) Mayor Andy Hafen moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor Hafen declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 3100 AMEND HENDERSON MUNICIPAL CODE SECTION 4.36.040 OF CHAPTER 4.36 LIQUOR - REGULATIONS AND LICENSES CITY ATTORNEY'S OFFICE, BUSLIC City Manager Murnane introduced and read this bill by title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND SECTION 4.36.040 – CONDITIONS APPLYING TO SPECIFIC LICENSE CLASSIFICATION - OF CHAPTER 4.36 – LIQUOR - REGULATIONS AND LICENSES - OF THE HENDERSON MUNICIPAL CODE. Josh Reid, City Attorney, presented a summary of this item and reviewed proposed amendments. Doug Rankin, 1055 Whitney Ranch Drive, representing Nevada Restaurant Services, asked this item be continued to allow his client time to review the bill and meet with the Mayor and Council. They would also like a business impact study to be done prior to adoption. Mr. Rankin submitted a letter into the record requesting a continuance. Mr. Reid said the business impact statement was not issued because there are no substantial changes being proposed. The language clarifies a prohibition that was already in the Code. He noted there are no winery combo licensees in the city, so no existing businesses will be affected. Mr. Reid stated staff has not been contacted by any businesses regarding the Code changes. Councilman Bateman commented that this bill was read into title two weeks ago, and he is comfortable moving forward tonight. Councilwoman March noted that this language does not change anything currently in place; however, businesses can meet with the Council regarding concerns at a later date. Mayor Hafen declared the motion carried. V. PUBLIC COMMENT There were no comments presented by the public. VI.
