CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, November 21, 2017 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:45 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced this meeting is being video recorded and streamed live to the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ITEMS OF BUSINESS C-1 BILL NO. 3189 DEVELOPMENT AGREEMENT DEV-16-500490 – ALL STORAGE INSPIRADA COMMUNITY DEVELOPMENT AND SERVICES, CITY ATTORNEY'S OFFICE Assistant City Manager Blackburn introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, APPROVING AND ADOPTING THAT CERTAIN DEVELOPMENT AGREEMENT BETWEEN THE CITY OF HENDERSON AND VOLUNTEER SELF STORAGE, LLC FOR THE DEVELOPMENT OF A MINI-STORAGE FACILITY, INCLUDING ONE (1) RESIDENTIAL CARETAKER’S QUARTERS, FIVE THOUSAND ONE HUNDRED (5,100) SQUARE FEET OF OFFICE SPACE AND ONE HUNDRED FIFTY-FOUR THOUSAND, ONE HUNDRED FORTY-SIX (154,146) SQUARE FEET OF WAREHOUSE SPACE, ON 3.97 ACRES AT 3560 VOLUNTEER BOULEVARD, GENERALLY LOCATED ON THE NORTH SIDE OF VOLUNTEER BOULEVARD AND WEST OF VIA INSPIRADA IN THE WEST HENDERSON PLANNING AREA. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2870, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 12, TOWNSHIP 22 SOUTH, RANGE 62 EAST, M.D.B. & M., CLARK COUNTY, NEVADA, GENERALLY LOCATED AT THE NORTHWEST CORNER OF KING STREET AND PABCO ROAD, IN THE CADENCE PLANNING AND EASTSIDE REDEVELOPMENT AREAS, FROM RMH-RD (MOBILE HOME RESIDENTIAL WITH REDEVELOPMENT OVERLAY) TO RH-24-RD (HIGH-DENSITY RESIDENTIAL WITH REDEVELOPMENT OVERLAY). PUBLIC COMMENT Bob Coyle, Republic Services, noted he is retiring from Republic Services. He thanked the City Council for their leadership, and noted that it has been a pleasure to provide services to Henderson residents. Mayor March said it has been a pleasure working with Mr. Coyle, and thanked him for the single stream recycling efforts. She appreciates his concern for Henderson residents, and recognized his leadership and dedication. Councilwoman Schroder thanked Mr. Coyle professionally and personally for treating her daughter with respect.
