I. CALL TO ORDER
Mayor March called the Committee Meeting to order at 5:47 p.m., in the
City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Committee Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice
Website, the City of Henderson Website, and by mailing a copy of the Agenda
to everyone appearing thereon on the Agenda Master Mailing List.

III. ACCEPTANCE OF AGENDA
(Motion)
Councilman John F. Marz moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Mayor March
declared the motion carried.

DEV-16-500488 – DEVELOPMENT AGREEMENT - TERRIBLE HERBST
CITY ATTORNEY'S OFFICE, COMMUNITY DEVELOPMENT AND SERVICES
City Manager/CEO Derrick introduced and read this bill by title.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, APPROVING AND ADOPTING THAT CERTAIN DEVELOPMENT
AGREEMENT BETWEEN THE CITY OF HENDERSON AND DZ TERRA 4 LLC
FOR THE DEVELOPMENT OF A 3,500 SQUARE FOOT CONVENIENCE
STORE, 3,900 SQUARE FOOT GAS STATION AND 2,300 SQUARE FOOT
CAR WASH, ON APPROXIMATELY 1.29 ACRES AT THE SOUTHWEST
CORNER OF VOLUNTEER BOULEVARD AND VIA INSPIRADA IN THE
WEST HENDERSON PLANNING AREA.
Patti Jesinoski, 89011, stated her opposition to this item, and expressed her
concerns regarding water shortages in the valley.
A discussion ensued regarding gas stations in West Henderson.
Linda Buckardt, 89052, expressed safety concerns with the proximity of the
Henderson Executive Airport and this project.
Councilman Marz responded that the airport is aware of the ongoing
development in West Henderson, and that the airport would contact the City if
they disagreed with a project’s location.

Councilwoman Gerri Schroder moved to refer Bill No. 3260 to the Regular
Meeting with a do-pass recommendation.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Mayor March
declared the motion carried.
V. PUBLIC COMMENT
There were no public comments presented.
VI. ADJOURNMENT
There being no further business to come before the Council, Mayor March, in
concurrence with the Council, adjourned the Committee Meeting at 5:52 p.m.

Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a yellow speaker card and submit it to
the City Clerk prior to the item being heard. Individuals speaking on an item will be limited to
three (3) minutes and spokespersons for a group will be limited to ten (10) minutes. The
Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory or repetitive
comments that disrupt, disturb or otherwise impede the orderly conduct of the Council
meeting. In addition, any person willfully disrupting the meeting may be removed from the
room by the presiding officer. See, NRS 241.030(4)(a). Examples of disruptive conduct
include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name
calling, use of profanity, personal attacks, physical intimidation, threatening use of physical
force, assault, battery, or any other acts intended to impede the meeting or infringe on the
rights of the Henderson City Council, City staff, or meeting participants.
