CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, November 20, 2018 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:46 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced this meeting is being video recorded and streamed live to the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (Motion) Councilman Dan H. Stewart moved to accept the agenda as amended. C-1 through C-5 were referred to the Regular Meeting of December 4, 2018, for adoption, pending the outcome of the discussions. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor March declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 3278 DEV-201700852 – CACTUS RETAIL CENTER APPLICANT: COMMUNITY DEVELOPMENT AND SERVICES, JAMC HOLDINGS, LLC City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, APPROVING AND ADOPTING THAT CERTAIN DEVELOPMENT AGREEMENT BETWEEN THE CITY OF HENDERSON AND JAMC HOLDINGS, LLC, FOR THE DEVELOPMENT OF A RETAIL COMMERCIAL CENTER, ON 4.41 ACRES, GENERALLY LOCATED SOUTHEAST OF TAMARUS STREET AND CACTUS AVENUE, IN THE WESTGATE PLANNING AREA. Michael Tassi, Community Development and Services Director, presented a summary of this item, and noted the fourth “Whereas” clause should read: “Developer will submit necessary plans to the City of Henderson for a retail/commercial development.” (Motion) Councilman Dan H. Stewart moved to refer to the December 4, 2018, Regular Meeting with a do-pass recommendation, as amended, for final adoption. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, APPROVING AND ADOPTING THAT CERTAIN DEVELOPMENT AGREEMENT BETWEEN THE CITY OF HENDERSON LV STARR, LLC, FOR A 380-UNIT MULTIFAMILY DEVELOPMENT ON 18.79 ACRES AT THE NORTHEAST CORNER OF STARR AVENUE AND ST. ROSE PARKWAY IN THE WESTGATE PLANNING AREA. Michael Tassi, Community Development and Services Director, presented a summary of this item. (Motion) Councilman Dan K. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2870, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 01, TOWNSHIP 22 SOUTH, RANGE 62 EAST, M.D.B. & M., CLARK COUNTY, NEVADA, LOCATED AT 1825 MOSER DRIVE IN THE PITTMAN PLANNING AND EASTSIDE REDEVELOPMENT AREAS, FROM RH-36-RD (HIGH-DENSITY RESIDENTIAL WITH REDEVELOPMENT OVERLAY) TO RS-6-RD (LOW-DENSITY RESIDENTIAL WITH REDEVELOPMENT OVERLAY).
