I. CALL TO ORDER
Mayor March called the Committee Meeting to order at 5:48 p.m., in the
City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
Mayor March announced this meeting is being video recorded and streamed
live over the Internet.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Committee Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

The roll call vote favoring passage was: Those voting aye: Debra March,

declared the motion carried.

City Manager/CEO Derrick introduced and read this bill by title.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, DECLARING A 2019 MUNICIPAL ELECTION WILL BE HELD IN
THE CITY OF HENDERSON, COUNTY OF CLARK, STATE OF NEVADA.
Sabrina Mercadante, City Clerk, presented a summary of this item.

Councilwoman Gerri Schroder moved to refer Bill No. 3284 to the
Regular Meeting with a do-pass recommendation.

City Manager/CEO Derrick introduced and read this bill by title.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, ADOPTING A VOTE CENTER PLAN FOR THE 2019 MUNICIPAL
PRIMARY AND GENERAL ELECTIONS AND DIRECTING THE CITY CLERK
TO IMPLEMENT THE PLAN INCLUDING NOTIFICATION TO THE
CLARK COUNTY REGISTRAR OF VOTERS AND THE PUBLIC OF THE PLAN
ELEMENTS.
Sabrina Mercadante, City Clerk, presented a summary of this item.
Linda Buckhardt, 89052, inquired about accessible voting centers in Henderson.
Ms. Mercadante responded there will be nine voting centers strategically
located throughout the city.

with a do-pass recommendation.

IMPROVEMENT DISTRICT NO. T-20 (RAINBOW CANYON); ORDERING A
STREET PROJECT, STORM SEWER PROJECT, SANITARY SEWER
PROJECT, DRAINAGE PROJECT, AND WATER PROJECT, WITHIN THE
CITY OF HENDERSON, NEVADA.

IMPROVEMENT DISTRICT NO. T-20 (RAINBOW CANYON) AND ASSESSING
THE COST OF LOCAL IMPROVEMENTS AGAINST THE ASSESSABLE
PROPERTY BENEFITED BY THE LOCAL IMPROVEMENTS.

AN ORDINANCE AUTHORIZING THE ISSUANCE AND SALE BY THE CITY
OF ITS LOCAL IMPROVEMENT DISTRICT NO. T-20 (RAINBOW CANYON)
LOCAL IMPROVEMENT BONDS, SERIES 2018; APPROVING THE FORM OF
CERTAIN DOCUMENTS WITH RESPECT TO SUCH BONDS; RATIFYING
ACTION TAKEN BY CITY OFFICERS TOWARD THE ISSUANCE OF SUCH
BONDS.
Ed McGuire, Director of Public Works, presented a summary of this item.
Councilman Stewart and City Attorney Nicholas Vaskov commended staff for
how quickly and professionally the bond was created.

Councilman Dan H. Stewart moved to refer Bill No. 3288 to the Regular Meeting
with a do-pass recommendation.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Mayor March
declared the motion carried.
V. PUBLIC COMMENT
There were no public comments presented.
VI. ADJOURNMENT
There being no further business to come before the Council, Mayor March, in
concurrence with the Council, adjourned the Committee Meeting at 5:57 p.m.

NOTICE

The Mayor reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion
relating to an item on the agenda at any time.
Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a yellow speaker card and submit it to
the City Clerk prior to the item being heard. Individuals speaking on an item will be limited to
three (3) minutes and spokespersons for a group will be limited to ten (10) minutes. The
Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory or repetitive
comments that disrupt, disturb or otherwise impede the orderly conduct of the Council
meeting. In addition, any person willfully disrupting the meeting may be removed from the
room by the presiding officer. See, NRS 241.030(4)(a). Examples of disruptive conduct
include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name
calling, use of profanity, personal attacks, physical intimidation, threatening use of physical
force, assault, battery, or any other acts intended to impede the meeting or infringe on the
rights of the Henderson City Council, City staff, or meeting participants.
