CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, December 4, 2018 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:48 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced this meeting is being video recorded and streamed live over the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Debra March, Mayor John F. Marz, Councilman Gerri Schroder, Councilwoman Dan H. Stewart, Councilman Dan K. ITEMS OF BUSINESS C-1 BILL NO. 3284 DECLARATION OF THE 2019 ELECTION CMTS NO. 21051 CITY CLERK'S OFFICE City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, DECLARING A 2019 MUNICIPAL ELECTION WILL BE HELD IN THE CITY OF HENDERSON, COUNTY OF CLARK, STATE OF NEVADA. Sabrina Mercadante, City Clerk, presented a summary of this item. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 3284 to the Regular Meeting with a do-pass recommendation. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, ADOPTING A VOTE CENTER PLAN FOR THE 2019 MUNICIPAL PRIMARY AND GENERAL ELECTIONS AND DIRECTING THE CITY CLERK TO IMPLEMENT THE PLAN INCLUDING NOTIFICATION TO THE CLARK COUNTY REGISTRAR OF VOTERS AND THE PUBLIC OF THE PLAN ELEMENTS. Sabrina Mercadante, City Clerk, presented a summary of this item. Linda Buckhardt, 89052, inquired about accessible voting centers in Henderson. Ms. Mercadante responded there will be nine voting centers strategically located throughout the city. (Motion) Councilman John F. Marz moved to refer Bill No. 3285 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. C-3 BILL NO. 3286 CREATING LID T-20 RAINBOW CANYON FINANCE DEPARTMENT, PUBLIC WORKS City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, CREATING THE CITY OF HENDERSON, NEVADA, LOCAL IMPROVEMENT DISTRICT NO. T-20 (RAINBOW CANYON); ORDERING A STREET PROJECT, STORM SEWER PROJECT, SANITARY SEWER PROJECT, DRAINAGE PROJECT, AND WATER PROJECT, WITHIN THE CITY OF HENDERSON, NEVADA. Ed McGuire, Director of Public Works, presented a summary of this item. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA CONCERNING THE CITY OF HENDERSON, NEVADA, LOCAL IMPROVEMENT DISTRICT NO. T-20 (RAINBOW CANYON) AND ASSESSING THE COST OF LOCAL IMPROVEMENTS AGAINST THE ASSESSABLE PROPERTY BENEFITED BY THE LOCAL IMPROVEMENTS. T-20 (RAINBOW CANYON) LOCAL IMPROVEMENT BONDS, SERIES 2018; APPROVING THE FORM OF CERTAIN DOCUMENTS WITH RESPECT TO SUCH BONDS; RATIFYING ACTION TAKEN BY CITY OFFICERS TOWARD THE ISSUANCE OF SUCH BONDS. Ed McGuire, Director of Public Works, presented a summary of this item. Councilman Stewart and City Attorney Nicholas Vaskov commended staff for how quickly and professionally the bond was created. (Motion) Councilman Dan H. Stewart moved to refer Bill No. 3288 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Debra March, John F. PUBLIC COMMENT There were no public comments presented. VI.
