CITY OF HENDERSON CITY COUNCIL COMMITTEE MINUTES COMMITTEE MEETING Tuesday, October 19, 2021 I. CALL TO ORDER (Minutes/Discussion) Mayor Debra March called the Committee Meeting to order at 3:45 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor March announced due to the termination of the State of Nevada Executive Department Declaration of Emergency Directive 006 as of May 31, 2021, in-person attendance will be allowed consistent with CDC guidelines. However, in accordance with Declaration of Emergency Directive 047, individuals shall be required to cover their nose and mouth with a mask or face covering in a manner consistent with the guidance issued by the CDC, and any subsequent guidance issued by the CDC. She requested residents please check www.cdc.gov for additional information. To make it easier for residents to voice their comments, there will be two public comment periods. There will be one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor March said the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING (Minutes/Discussion) The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Nevada Open Meeting Law. ITEMS OF BUSINESS 1 BILL NO. 3562 2021/2022 WARD MAP CMTS NUMBER(S): N/A CITY CLERK'S OFFICE AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, REPEALING ORDINANCE NO. 3467 IN ITS ENTIRETY AND SETTING FORTH A NEW ORDINANCE ESTABLISHING THE WARDS WITHIN THE CITY OF HENDERSON, NEVADA, ACCORDING TO POPULATION AS DETERMINED BY THE CITY’S DEMOGRAPHER AND AS REVISED FIGURES ARE PROVIDED BY THE PLANNING DEPARTMENT OF THE CITY AS PROVIDED IN SECTION 1.040 OF THE HENDERSON CITY CHARTER. (Motion) Councilman Dan K. Shaw moved to select Redistricting Plan 1 and refer Bill No. 3562 to the Regular Meeting with a do-pass recommendation. (Vote) The roll call vote favoring passage was: Those voting aye: Mayor Debra March, Councilman John F. Marz, Councilwoman Michelle Romero, Councilman Dan K. Shaw, Councilman Dan H. Stewart. (Minutes/Discussion) Jose Luis Valdez, City Clerk, presented a summary of this item and displayed the City Council Wards Redistricting Plans 1 and 2. He stated staff recommends the City Council Wards Redistricting Plan 2. Andrew Powell, Community Development and Services, Principal Planner, stated there are subtle differences between the two plans; however, with both plans, Ward 1 and Ward 4 need to take on population while Ward 2 and Ward 3 need to shed some population to bring the four wards into balance. He said Plan 1 provides room for future growth in Henderson, which decreases the chance of having to redistrict the ward map after the next election cycle, and the plan is within the confines of the City Charter. Mr. Powell misspoke and stated Ward 1 contains the most minorities, however, Ward 3 contains the largest minority population. Mr. Powell said staff recommends the City Council Wards Redistricting Plan 2 because the City Charter states the wards should be as close to equal, in population, as practical. Responding to Mayor March's inquiry regarding public comments, Mr. Powell said Bill No. 3562 was Read in Title at the October 5, 2021, City Council Meeting, which contained Public Comment sections on the agenda. Following Councilman Stewart's statement that planning for future growth may prevent the need to redistrict the ward maps again within the next few years, Mr. Powell said regardless of which plan is chosen today, the ward maps may need to be redistricted after the next election cycle; however, there is less of a chance of having to do so if City Council Wards Redistricting Plan 1 is selected. 2 BILL NO. 3563 ZONE CHANGE ZCA-2021008080 BOULDER ROBERTS CMTS NUMBER(S): N/A COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT BEAZER HOMES AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2870, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 27, TOWNSHIP 22 SOUTH, RANGE 63 EAST, M.D. & M., CLARK COUNTY, NEVADA, GENERALLY LOCATED EAST OF S.
