April 16, 2013
I. CALL TO ORDER
Mayor Hafen called the Special Meeting to order at 6:02 p.m., in the City
Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Special Meeting had been noticed in compliance
with the Open Meeting Law by posting the Agenda three working days prior to
the meeting at City Hall, the Multigenerational Center, the Whitney Ranch
Recreation Center, and Fire Station No. 86, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. ACCEPTANCE OF AGENDA
(Motion)
Councilwoman Debra March moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Sam Bateman,
Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting
nay: None. Those absent: None. Those abstaining: None. Mayor Hafen
declared the motion carried.
Mayor Hafen announced that all the City Council meetings are being video
recorded and streamed live to the Web.
IV. ITEMS OF BUSINESS
S-1 OATH OF OFFICE
MAYOR AND CITY COUNCIL WARD III
CITY CLERK'S OFFICE
The City Clerk will administer an Oath of Office and present Certificates of
Election to the newly elected Mayor and City Council Ward III.
Sabrina Mercadante, City Clerk, administered the Oath of Office to
Mayor Andy Hafen.
Mayor Hafen stated that he could not be more proud today than in 1987 when
he first took the Oath of Office for Ward II of the City of Henderson. He feels
fortunate and blessed to be the Mayor of Henderson and promised to continue
to commit himself to doing what is best for the City of Henderson and make it a
premier community.
Sabrina Mercadante, City Clerk, administered the Oath of Office to
John F. Marz, City Councilman Ward III.
Councilman Marz stated that it has been a real pleasure to serve the City of
Henderson. It is a wonderful place to live and he and his wife have raised their
children here. He said he will work hard to help Henderson maintain its status
as a premiere city in this country. We have incredibly good people that live in
our city and work for the City. He said we have a dedicated staff and City
Council that works really hard to make Henderson a wonderful place.

Mayor Hafen recognized the following individuals in the audience and thanked
them for attending: former Councilwoman Amanda Cyphers; County
Commissioner Mary Beth Scow; and an original Council member from 1953,
Lou LaPorta. Mayor Hafen also recognized former city managers, grand
marshals for our parades, and Planning Commissioners.

Presentation regarding the City of Henderson's 60th anniversary, and
recognition of past leadership for the City of Henderson.
Jacob Snow, City Manager, congratulated Mayor Hafen and Councilman Marz
for winning the 2013 Municipal Election for their respective titles. On behalf of all
the employees at the City of Henderson, we look forward to working with you for
the next four years. He said we expect to be challenged and look forward to
continue being a premiere city.
Mr. Snow stated that this is a historic night celebrating the City of Henderson
60th Anniversary. According to the City’s records, the formal process of
incorporating the City of Henderson began on March 27, 1953. With the
collection of signatures for qualified electors and taxpayers, a plan for the
proposed city was submitted to the 8th Judicial District Court of the State of
Nevada on April 16, 1953. On that date, the Court issued a decree declaring
the City of Henderson duly incorporated. Following an election for Mayor and
Council and notices being filed and published, the Secretary of State issued the
Certificate of Incorporation on June 17, 1953.
Mr. Snow stated that Henderson started with 13 square miles of land and a little
more than 7,000 citizens. He expects that Henderson will exceed more than
300,000 citizens before the end of this decade. He said Henderson is
continually ranked in the highest quality of life, educators, safety, and Money
Magazine listed Henderson as one of the best places to live in America three
times. Mr. Snow noted that Henderson has award-winning parks, trails, and
recreation centers. Henderson also has a tremendous reputation for excellence
in development services and master-planned communities. A video was shown
depicting photographs to celebrate the last 60 years.
Mayor Hafen stated that the previous and current Council members, city
managers, city clerks, city attorneys, and leaders in the community have made
this community what it is today by all working together. He said he is proud of
this community, the Council, and this great country that we live in. He noted
that he has served with five chiefs of police; four city managers, and city clerks.
He thanked his fellow colleagues for their time and efforts. He also thanked
staff members for putting together the 60th Anniversary video.

V. PUBLIC COMMENT
There were no public comments presented.
VI. ADJOURNMENT
There being no further business to come before the Council, Mayor Hafen, in
concurrence with the Council, adjourned the Special Meeting at 6:25 p.m.
