September 22, 2014
I. CALL TO ORDER
Mayor Pro Tem Gerri Schroder called the Special Meeting to order at 5:00 p.m.,
in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada
89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
The Assistant City Clerk confirmed the Special Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. ACCEPTANCE OF AGENDA
(Motion)
Councilwoman Debra March moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent:
Andy Hafen and Sam Bateman. Those abstaining: None. Mayor Pro Tem
Schroder declared the motion carried.
IV. ITEMS OF BUSINESS
S-1 PUBLIC HEARING
2013-2014 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION
REPORT (CAPER)
FUNDING SOURCE: COMMUNITY DEVELOPMENT BLOCK GRANT AND
HOME INVESTMENT PARTNERSHIP GRANT FUNDS
COMMUNITY DEVELOPMENT, NEIGHBORHOOD SERVICES
Public Hearing to receive comments and approve the City of Henderson's
2013-2014 Consolidated Annual Performance and Evaluation Report (CAPER),
and authorize staff to submit the report to the U.S. Department of Housing and
Urban Development (HUD).
Stephanie Garcia-Vause, Director of Community Development and Services,
presented a summary of this item and stated that no comments were received
from the public. She noted that Stacy Youngblood, Housing Specialist II, is
available to answer questions.
Mayor Pro Tem Schroder opened the public hearing at 5:03 p.m., asking if there
was anyone present wishing to speak for or against this item.
There being no one wishing to speak, the public hearing was closed
immediately.

Councilwoman Debra March moved to accept comments and approve the
City of Henderson's 2013-2014 Consolidated Annual Performance and
Evaluation Report (CAPER), and authorize staff to submit the report to the
U.S. Department of Housing and Urban Development (HUD).

V. PUBLIC COMMENT
No comments were presented by the public.
VI. ADJOURNMENT
There being no further business to come before the Council, Mayor Pro Tem
Schroder, in concurrence with the Council, adjourned the Special Meeting at
5:04 p.m.

NOTICE

accommodation to attend or participate in this meeting, arrangements for a sign language
interpreter or services necessary for effective communication for qualified persons with
disabilities should be made as soon as possible, but no later than 72 hours before the
scheduled meeting. Listening devices are available for persons with hearing impairments.

advance to request a sign language interpreter. You may also submit your request by using

The Mayor reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion
relating to an item on the agenda at any time. All items are action items unless otherwise
noted.
Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a yellow speaker card and submit it to
the City Clerk prior to the item being heard. Individuals speaking on an item will be limited to
three (3) minutes and spokespersons for a group will be limited to ten (10) minutes.
