Wednesday, August 19, 2020
I. CALL TO ORDER
Mayor March called the City Council Workshop to order at 3:32 p.m., in the
City Council Chambers, City Hall, 240 South Water Street, Henderson,
Nevada 89015.
Mayor March announced due to the COVID-19 related Public Meeting
Restrictions in effect at this time, there will be no in-person attendance at this
workshop, and those present will be practicing social distancing in conformance
with the State of Nevada Executive Department Declaration of Emergency
Directive 006, dated March 22, 2020, as extended by Emergency Directive 029,
dated July 31, 2020, extending public meeting closures and restrictions for the
duration of the current state of emergency, unless terminated by a subsequent
directive or by operation of law associated with lifting the Declaration of
Emergency. However, the individuals may now provide public comment in
person at the microphone set up immediately outside of the Council Chambers
under the two designated public comment sections. The public may also view or
listen to this workshop online at https://cityofhenderson.com/ or YouTube, and
may indicate their desire to address the Council live via WebEx. Mayor March
also stated if online participants experience any technical difficulties
participating in today’s workshop, they may contact 702-267-2300 for
assistance.
II. CONFIRMATION OF POSTING AND ROLL CALL
The Assistant City Clerk confirmed the Regular Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by mailing and emailing a
copy of the Agenda to everyone appearing thereon on the Agenda Master
Mailing and Emailing List.

IV. ACCEPTANCE OF THE AGENDA
(Motion)
Councilwoman Michelle Romero moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Michelle Romero, Dan K. Shaw, and Dan H. Stewart. Those
voting nay: None. Those absent: None. Those abstaining: None.
Mayor March declared the motion carried.
V. NEW BUSINESS
NB-1 WELCOME AND INTRODUCTIONS
COMMUNITY DEVELOPMENT AND SERVICES
Michael Tassi, Community Development and Services Director, will welcome
attendees and give a workshop overview.
Michael Tassi, Community Development and Services Director, welcomed the
Mayor and Council and provided a brief workshop overview.
NB-2 DEVELOPMENT CODE PROJECT UPDATE
COMMUNITY DEVELOPMENT AND SERVICES
Staff will provide progress to date on the Development Code (Title 19 of the
Henderson Municipal Code) update and introduce key topics for Council
discussion in items NB-3 and NB-4.

Lisa Corrado, Assistant Director of Community Development and Services,
stated this workshop is to gain feedback from the Council to ensure the City is
conducting best practices in planning. She said this workshop will review
potential updates related to the Henderson Housing and Community
Development Strategy, and the possibility of facilitating adaptive reuse projects.
NB-3 UPDATES TO IMPLEMENT HENDERSON HOUSING AND
COMMUNITY DEVELOPMENT STRATEGY
COMMUNITY DEVELOPMENT AND SERVICES
Staff will present potential updates to the Development Code related to the
recently approved Henderson Housing and Community Development Strategy
for Council discussion and possible action.
Andrew Roether, Planning Manager, gave a presentation on the
Henderson Housing and Community Development Strategy and reviewed key
issues within mixed- and middle-income housing, including lot size, setbacks,
density limits, common and private open space, and residential use variety.
The Councilmembers discussed possible solutions to the mixed- and
middle-income housing and provided the following recommendations:
Architectural variety in homes
Possible staggered lot setbacks
Variety of product within the development
No changes to setbacks
Have a minimum lot size or ensure average lot sizes are not skewed
Have builders be more impactful with open space regarding points of
connectivity
Consider flexibility with live/work dwellings
Mr. Roether briefed the Council on the current standards for accessory dwelling
units (ADUs), and/or casitas, and tiny homes. He stated there is currently no
mention of tiny homes in the Development Code and recommended the City
create standards as tiny homes become more popular.
Following an inquiry by Councilman Stewart regarding the difference between
mixed-use and live/work dwellings, Ms. Corrado stated that live/work dwellings
have internal access to the workspace which is below the residence.
Councilwoman Romero said it is important to expand the option of live/work
developments due to many individuals now working from home caused by the
Coronavirus pandemic. She noted she believes working from home is where
the future business world is headed.

Councilman Shaw voiced concerns regarding combining commercial and
residential dwellings and stated there may be parking and signage issues in
some areas.
Following a discussion regarding ADUs and tiny homes, the Councilmembers
made the following recommendations to the Development Code:
Incorporate standards for tiny homes which include permanent
foundations with water and sewer
Create a catchall term for ADUs
Research and acknowledge potential impacts of home occupation
licenses within ADUs
Be flexible with ADU uses, including multi-generational residential use
Find a site to demonstrate a tiny home project
Mr. Roether briefed the Council on alternative construction materials, such as
shipping containers, 3D printing, modular homes, and natural materials.
The Councilmembers recommended staff reach out to builders who are
currently constructing homes with alternative construction materials.
NB-4 UPDATES TO FACILITATE ADAPTIVE REUSE
COMMUNITY DEVELOPMENT AND SERVICES
Staff will present potential updates to the Development Code intended to
promote adaptive reuse in the City for Council discussion and possible action.
Andrew Roether, Planning Manager, referred to a case study conducted out of
Long Beach, California, which focused on facilitating adaptive reuse projects.
He said the City of Long Beach created a manual which outlines the standards
to convert a building into a new use.
Following a discussion regarding potential adaptive reuse projects, the
Councilmembers recommended the City be flexible in the Development Code
with new uses in old/unutilized buildings. The Councilmembers expressed the
importance of being open to all types of building conversions, especially given
the continual changes related to the Coronavirus pandemic.
NB-5 CLOSING REMARKS AND NEXT STEPS

Staff will close with a recap of the workshop and anticipated next steps for the
Development Code Update project and process.

Andrew Roether, Planning Manager, stated staff will have a meeting with their
consultant to review the Development Code recommendations from the
Council Workshops. He said staff will be collaborating with the development
community and community stakeholders to get feedback on the proposed
changes to the Code.
Mr. Roether stated staff will come before the City Council with a final draft of the
new Code.
VI. MAYOR/ COUNCILMEMBER COMMENTS
Councilwoman Romero thanked Andrew Roether, Planning Manager, and his
staff for their efforts in enhancing the Development Code.
VII. PUBLIC COMMENT
There were no public comments presented.
VIII. ADJOURNMENT
There being no further business to come before the Council, Mayor March, in
concurrence with the Council, adjourned the Workshop at 4:55 p.m.
