COMMISSION MINUTES
SPECIAL MEETING
November 14, 2017
I. CALL TO ORDER
Chairman Turcaz called the Commemorative Beautification Commission to
order at 5:06 p.m. at 105 W. Basic Road in the Facilities Management
Conference Room.
II. CONFIRMATION OF POSTING AND ROLL CALL
Cathy Havis, Acting Recording Secretary, confirmed the Commemorative
Beautification Commission had been noticed in compliance with the Open
Meeting Law by posting the Agenda three working days prior to the meeting at
the Facilities Management Building, City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by emailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. PUBLIC COMMENT
There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion) Mr. Casanova introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Chairman Turcaz declared the motion carried.

COMMEMORATIVE BEUATIFICATION COMMISSION
OCTOVER 24, 2017
PUBLIC WORKS, PARKS AND RECREATION
Commemorative Beautification Commission minutes of October 24, 2017.
(Motion) Ms. Jacobson introduced a motion to adopt the October 24, 2017,
minutes, as presented. The vote favoring approval was
unanimous. Chairman Turcaz declared the motion carried.
NB-2 WATER STREET HOLIDAY DECORATING CONTEST
PUBLIC WORKS, PARKS AND RECREATION
Staff will give details of the contest to the commission members regarding the
contest flyer and application as well as details for the dinner prior to the judging.
Doug Guild, Parks Superintendent, reviewed the letter that will be distributed to
the Water Street businesses to apply for the Water Street Business Holiday
Decorating Contest. The deadline for applications is 5:00 p.m. on
November 30th. The theme this year is Water Street Winter Wonderland. A
photo of the contest trophy was circulated for viewing.
Mr. Guild noted that dinner will be held during the meeting at 5:30 p.m. on
December 4, 2017. The judging tour will begin at 6:00 p.m.
NB-3 STAFF REPORTS

Staff Representative will provide information on the Commission budget,
Municipal Forestry report, Clean-up Trailer program, banners, flags, and staff

announcements and respond to questions from Commission members.
Mr. Guild gave the following updates:
Budget update. There have been no changes to the budget at this time.
Christmas tree recycling program
Pardee Homes 65th Anniversary tree project. Pardee Homes will be
planting tree number 16 at 1:30 p.m. at Aventura Park, tomorrow,
November 15, 2017 The 65th tree will be planted on Arbor Day in
Morrell Park.
Henderson Clean-up Program
Holiday banners have been hung all over Henderson.
Ninety-five American flags were hung up and down Water Street for
Veteran’s Day. They will be rehung on Memorial Day and Fourth of July.
Preston will be back in January 2018.
NB-4 COMMUNITY PRIDE COMMEMORATION PROGRAM AND NOMINATIONS
PUBLIC WORKS, PARKS AND RECREATION
Commission members will discuss the Community Pride Commemoration
program and discuss and vote on any Community Pride Award nominations.
A discussion ensued regarding potential recipients of the Community Pride
Awards
(Motion) Chairman Turcaz introduced a motion to nominate Henderson
Rocks to receive the Henderson Community Pride Award. The
vote favoring approval was unanimous. Chairman Turcaz
declared the motion carried.
(Motion) Chairman Turcaz introduced a motion to nominate Pardee Homes
to receive the Henderson Community Pride Award for their 65th
Anniversary Tree Planting Program. The vote favoring approval
was unanimous. Chairman Turcaz declared the motion carried.
(Motion) Ms. Walsh introduced a motion to nominate the Downtown
Redevelopment District for the Community Pride Award for their
display of American Flags on Water Street. The vote
favoring approval was unanimous. Chairman Turcaz declared the
motion carried.

VII. CHAIRMAN\MEMBER COMMENTS
Ms. Walch commented that the Water Street decorating contest is coming in
late and we missed out on an opportunity due to vacant businesses. She said if
this is an event that is going forward, she suggested using funds to decorate the
empty storefronts.
Ms. Gilmore suggested that this item be placed on an earlier agenda for
discussion in preparation for the holiday season.
VIII. SET NEXT MEETING
The next meeting is scheduled for Monday, December 4, 2017, at 5:30 p.m.
IX. PUBLIC COMMENT
There were no public comments presented.
X. ADJOURNMENT
There being no further business to come before the Commission,
Chairman Turcaz adjourned the meeting at 6:20 p.m.
