REGULAR MEETING
Tuesday, December 4, 2018
I. CALL TO ORDER
Chairman Gina Denney called the Commemorative Beautification Commission
meeting to order at 5:10 p.m. in the Parks and Recreation Conference Room,
105 West Basic Road, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Tedie Jackson, Deputy City Clerk, confirmed the Commemorative Beautification
Commission meeting had been noticed in compliance with the Open Meeting
Law by posting the Agenda three working days prior to the meeting at the
Facilities Management Building, City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by emailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. PUBLIC COMMENT
Mr. Jacobson commented that it is difficult to encourage residents to attend
public meetings.

IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion)
Ms. Jacobson introduced a motion to accept the agenda as presented. The
vote favoring approval was unanimous. Chairman Denney declared the motion.

Commemorative Beautification Commission minutes of October 9, 2018.
(Motion)
Ms. Jacobson introduced a motion to adopt the minutes of October 9, 2018,
as presented. to approve. The vote favoring approval was unanimous.
Chairman Denney declared the motion.
NB-2 WATER STREET HOLIDAY DECORATING CONTEST
PARKS AND RECREATION
Staff will give details of the contest to the commission members regarding the
contest flyer and application as well as details for the dinner prior to the judging.
Preston Goodman, Staff Liaison and Municipal Forester, reported there are only
two entries for this year’s holiday decorating contest. He suggested all
members drive past the two entry locations, and he will collect ballots
immediately after the last location. He explained that staff will have the trophy
engraved with this year’s winner, and it will be presented at Winterfest on
December 7, 2018, at 6:00 p.m. Chairman Denney will present the trophy to the
winner. All Commission members were invited to attend this event.
NB-3 COMMITTEE SHIRTS
PARKS AND RECREATION
Committee members will review options to purchase or to allow for the purchase
of commemorative beautification committee logo tee shirts.

Preston Goodman, Staff Liaison and Municipal Forester, explained that in the
past, the CBC members have ordered polo shirts with a CBC logo, and wear
these shirts during City events. City staff is moving towards all board and
commission members wearing the same type of apparel, and believe that tee
shirts are more cost effective. Staff can present color options, and members
can discuss a logo for the shirt.
Commission members expressed concern that tee shirts are too casual, and
suggested to just order name badges or a CBC lapel pin.
Staff will present ideas for these suggestions at the next meeting.

Ms. Park introduced a motion to continue this item to the next meeting for
further discussion. The vote favoring approval was unanimous.
Chairman Denney declared the motion.
NB-4 STAFF REPORTS
PARKS AND RECREATION
Staff Representative will provide information on the Commission budget,
Municipal Forestry report, Clean-up Trailer program, banners, flags, and staff
announcements and respond to questions from Commission members.
Preston Goodman, Staff Liaison and Municipal Forester, reported there are no
updates on the Clean-up Trailer. He noted that Arbor Day themes and other
topics will be discussed at the January meeting.
Regarding banners, Mr. Goodman explained that the current contract will expire
June 1, 2019. Staff intends to go out to bid to select a new company to
maintain banners.
Mr. Casanova requested that staff provide the commissioners with a list of
previous sponsors for Arbor Day.
NB-5 COMMUNITY PRIDE COMMEMORATION PROGRAM AND NOMINATIONS
PARKS AND RECREATION
Commission members will discuss the Community Pride Commemoration
program and discuss and vote on any Community Pride Award nominations.
It was noted there are no new nominations for the Community Pride Award.
At the next meeting, staff will report on when the City Council will present the
award for the nomination that was approved in October.

There were no Chairman\Members comments presented.
VII. SET NEXT MEETING
The next meeting was set for January 8, 2019, at 6:00 p.m.

There were no public comments presented.
IX. ADJOURNMENT
There being no further business to come before the Commission,
Vice Chairman Denney adjourned the meeting at 5:25 p.m.
Note: Holiday Judging Tour for Water Street Businesses will immediately follow
this meeting. Members will be individually judging the businesses and providing
their individual comments/assessments to staff to review and make a
determination as to the winner.

limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes
at the discretion of the Chairman. The Chairman reserves the right to curtail abusive,
offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the
orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may
be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of
disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause,
heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
use of physical force, assault, battery, or any other acts intended to impede the meeting or
infringe on the rights of the board and/or committee members, City staff, or meeting
participants.
