CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, December 12, 2018 I. CALL TO ORDER Chairman Liz Baldizan called the meeting to order at 4:07 p.m., at the City of Henderson, City Hall Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Regular Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT At the direction of Chairman Baldizan, La’Cretia Shumate introduced herself as the new Deputy City Clerk. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Smith introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. V. UNFINISHED BUSINESS UB-1 SCAC ANNUAL PROGRAM PARKS AND RECREATION Commission members will discuss the idea of an annual program in Henderson for the 50+ community. Chairman Baldizan referred to backup material entitled Why Drink Water? regarding an example of a theme for an annual program for the 50 + community. Ms. Smith suggested to see if the Springs Preserve will be interested in partnering with the SCAC regarding establishing this program. Ms. Smith, Ms. Jolliff, Mr. Berman, and Ms. Nies will follow up and bring back items for future action There was a consensus to discuss this item further at the next meeting. UB-2 PRESENTATION PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give their monthly report on activities of the organization. Senior Citizens Advisory Commission Page 3 of 6 Wednesday, December 12, 2018 – Minutes Linda Rauenbuehler, Henderson Seniors’ Auxiliary, reported on the following items:  Still looking for recipes  Rascaling Reindeer on 12/14/18  $125.68 was received from IHOP fundraiser  Trying to solicit more fundraisers  Bake sale 12/17/18  Golden Knights Raffle on 1/7/19 and 1/9/19  Popcorn sale on 1/18/19  Candy fundraiser for Valentine’s Day UB-3 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PARKS AND RECREATION Commissioners will discuss and approve whether the Commissioners may officially attend or participate in upcoming community programs or events as a representative of this Commission. The following upcoming events were noted:  Healthy Henderson on 1/12/19, from 10:00 a.m. to 12:00 p.m. at the Multigenerational Center  Senior Summit on 1/29/19 Ms. Smith volunteered to start exploring opportunities to be a representative for the Spotlight publication beginning January 2019. VI. CHAIRMAN\MEMBER COMMENTS Chairman Baldizan commented on a new brochure for the SCAC. She also asked that transitional housing (assisted, skilled, co-housing) as it pertains to seniors aging in place, be discussed in January. VII. NEW BUSINESS NB-4 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING NOVEMBER 14, 2018 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes from November 14, 2018. Senior Citizens Advisory Commission Page 4 of 6 Wednesday, December 12, 2018 – Minutes (Motion) Mr. Flake introduced a motion to adopt the minutes of November 14, 2018, as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-5 HOUSING OPPORTUNITIES IN HENDERSON PARKS AND RECREATION City of Henderson, Planning Commission Member, Jocelyn Holzwarth will conduct a presentation on Senior Housing Opportunities in Henderson. Ms. Holzwarth referred to the Henderson Strong Comprehensive Plan, and reviewed the following slides: Henderson Strong Housing Strategies; Historically Good Job Providing Housing; Opposing Directions; Demographics are Changing; Need for More Variety in Housing Types; Missing Middle Housing; The Missing Middle; Housing Cost Burdened; AARP Study; Recently Proposed Product Types; Where We’re Headed; Henderson Housing and Community Development Strategy; and Draft Vision Statement. A brief discussion ensued on the need for mixed housing in Henderson, and it was noted that it would be more beneficial for seniors to reside in smaller age restricted communities, referenced as bungalows. It was suggested to have a planner from the City of Henderson meet with the Commission to further discuss this concept. NB-6 SENIOR CITIZENS ADVISORY COMMISSION LOGO PARKS AND RECREATION Commissioners will discuss and identify their preference for a logo design from a variety of choices. SCAC members reviewed seven logo options. (Motion) Ms. Smith introduced a motion to select the graphic on the lower right with the wording from the logo on the lower left. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. Senior Citizens Advisory Commission Page 5 of 6 Wednesday, December 12, 2018 – Minutes NB-7 UPDATE ON SENIOR SUMMIT FOR JANUARY 29, 2019. PARKS AND RECREATION Commission Chair, Liz Baldizan, and Recreation Manager, Corey Clark, will inform the commission about the Senior Summit on January 29, 2019. Chairman Baldizan reported that Heather Haslem, M.S., Coordinator, Academics and Education, representing the University of Reno, has agreed to be the speaker on a pro bono basis. There will be two break-out sessions instead of three. NB-8 PRESENTATION OF CITY SENIOR SERVICES WEBSITE PARKS AND RECREATION Recreation Manager, Corey Clark, will present and brainstorm ideas for the website with commission members. Mr. Clark demonstrated how to navigate to the new 50 + Centers link on the City of Henderson website. Suggestions from members included increasing the font size and changing the color contrast to be easier to read. It was also suggested to add the new SCAC logo and a direct link to the 50 + recreation page at all eight locations. These suggestions were made in an effort to make the website more user friendly. NB-9 STAFF REPORT PARKS AND RECREATION Recreation Manager, Corey Clark, will give an update on the Meals on Wheels program and on other senior services provided by the City for the months of November and December. Mr. Clark reviewed the following items:  Senior Nutrition Report  Holiday meal on 12/20/18 at 11:00 a.m. at the Heritage Park Senior Facility  Provided an update on Winterfest  Reported that 495 meals were served for Thanksgiving at the Heritage Park Senior Center Senior Citizens Advisory Commission Page 6 of 6 Wednesday, December 12, 2018 – Minutes VIII. SET NEXT MEETING The next meeting was set for January 09, 2019, at 4:00 p.m. Mr. Clark noted that he will not be in attendance for the January meeting. IX. PUBLIC COMMENT Jane Camburn, representing Dignity Health, commented on the first home food delivery. The plan is to deliver food once a month to low-income seniors. This item will be discussed at the next meeting. X.
