I. CALL TO ORDER
Vice Chair Dawson Owens called the City of Henderson Community Education
Advisory Board meeting to order at 3:10 p.m. in the Council Chambers
Conference Room, 1st floor, City Hall, 240 South Water Street, Henderson,
Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Jackie Curry, Board Secretary, confirmed the Henderson Community Education
Advisory Board meeting had been noticed in compliance with the Nevada Open
Meeting Law.

Member Elizabeth Trosper introduced a motion to accept the agenda, as
presented.
(Vote)
The vote favoring passage was unanimous. Vice Chair Annette Dawson Owens
declared the motion carried.

Member Wanda Shumar introduced a motion to approve the Henderson
Community Education Advisory Board meeting minutes of June 26, 2024.
(Vote)
The vote favoring passage was: Those voting aye: Vice-chair Annette Dawson
Owens, Jenn Blackhurst, Patricia Charlton, Stephanie Garcia-Vause, Chris
Kircher, Dr. Lori Navarrete, Lisa Satory, Wanda Shumar, Elizabeth Trosper.
Those voting nay: (None). Those absent: Chair Lee Farris, Gerald Bustamante,
Dr. Marya Shegog. Those abstaining: None. Vice-chair Annette Dawson Owens
declared the motion carried.
2 PRESENTATION
COH APPOINTEE TO THE CCSD BOARD OF TRUSTEES UPDATE
CITY MANAGER’S OFFICE
Ramona Esparza-Stoffregan, the City’s appointed member to the Clark County
School District Board of Trustees, provided an update on her work as a trustee
and shared information on the District’s current search for a superintendent.
Tara Phebus, Education Initiatives Division Head, stated the district is hosting
community focus groups that can be attended in-person or virtually. Mrs.
Phebus also stated a new location for focus groups will be located at the
Heritage Senior Center and there will be more information to come.

Trustee Esparza-Stoffregan highlighted the following in her presentation:
Bus route vacancies are down.
Daily enrollment is up.
Chronic absenteeism is down 5%.
Safety initiatives, including weapon detection screening at athletic
events.
Non-locking, signal blocking, cellphone pouches being implemented to
increase focus and reduce bullying incidents during school hours.
Councilwoman Cox stated a discussion took place at her “Morning Meet Up”
regarding concern for the protection of student cellphones in the pouches and
what safety measures are in place during emergency situations if cell service is
blocked.
Trustee Esparza-Stoffregan added that calls and texts are only blocked when a
cellphone is inside the pouch.
3 PRESENTATION
CHARTER AUTHORITY PROCESS UPDATE
CITY MANAGER’S OFFICE
Tara Phebus, Education Initiatives Division Head, provided an update on the
progress toward establishing the Henderson Charter School Sponsoring Office
within the Education Initiatives Division and highlighted the following:
The Education Initiatives Division hired an Administrative Assistant I to
add more support for the division.
The city posted a Charter School Sponsoring Officer position to the
website.
Established a continued partnership with Lumen to support the
implementation of the work plan.
Creating an authorized commission to make recommendations to
Council, seat appointments will need to be made.
Started creating job descriptions for members.
Developed a resolution for City Council to consider.
Quality seats analysis/needs assessment; developing a plan for what will
be included in this assessment to start process of gathering required data
and planning for community feedback mechanism.
Finalize internal policies/procedures; application process and
timelines/review criteria; performance frameworks.
Anticipated application will open in April 2025.
A brief discussion ensued regarding the application process and number of
applications that have been reviewed.

4 PRESENTATION
WORK PLAN REVIEW
CITY MANAGER’S OFFICE
Tara Phebus, Education Initiative Division Head, presented a proposal for the
2024-2027 Community Education Advisory Board Workplan, detailing its key
components and objectives, timelines for execution, and alignment with the
City’s Quality Education strategic priorities.
Member Patricia Charlton questioned if the timeline is feasible due to the
Legislative session.
(Motion)
Member Patricia Charlton moved to approve the proposed 2024-2027 CEAB
Workplan with the focus for the December 2024 meeting changed to QE.1, and
the focus for the March 2025 meeting changed to QE.4, and with the addition of
a standing agenda item for a legislative update during each meeting.

Tara Phebus, Education Initiatives Division Head, presented the following data
from Clark County School District’s Quarterly Municipality Report:
Student safety.
Chronic absenteeism.
Student behavior – suspensions and expulsions.

8 STAFF UPDATE
GENERAL ITEMS
CITY MANAGER’S OFFICE
Staff will give brief updates on the City’s AmeriCorps program, September 10
APPLE Kickoff event, Blue Ribbon Commission recruitment, Mayor’s Honor Roll
for the 2024-25 school year, Pre-School update, and Education Initiatives
Division Operational KPIs.
Sofia Danaher, AmeriCorps Grant Coordinator, provided the following
AmeriCorps program updates:
Over 5,500 hours of service was completed at schools.
102% of the target number of youth served was reached.
80% of students reported an increase in improved academic
engagement.
92% of students reported satisfaction with activities.
Over $65,000 in living allowance stipends were paid to AmeriCorps
members. Members received a total of over $19,000 in education award
dollars after successfully completing their terms.

Max Fenster, Education Initiatives Analyst, provided updates for the APPLE
Kickoff event and the Blue Ribbon Commission and highlighted the following:
September 10, 2024, was the APPLE Kickoff.
Guest author, Tae Keller, will present on October 1, 2024 at Paseo
Verde library to celebrate the launch for the 2024-25 school year.
The City Council Meeting taking place on September 17, 2024, will
appoint eight (8) new members to the Blue Ribbon Commission.
First meeting will be held October 9, 2024.
Education Initiatives Division new operational Key Performance
Indicators to measure efforts on Events, Recognitions and Community
Empowerment.
Jackie Curry, Education Initiatives Specialist, provided updates regarding
Mayor’s Honor Roll and highlighted the following:
Currently accepting nominations to celebrate the outstanding students,
parents, teachers, and other educators working to improve the quality of
education within the city.
First awardees will be recognized November 19, 2024.
Henderson City Council approved over $15 million in funding for a new
preschool.
Henderson School Summit will be held October 16, 2024, from 8am-
11am at CSN Student Union – Henderson Campus South.
VI. CHAIR\MEMBER COMMENTS
Member Dr. LoriAnn Navarrete thanked the committee and announced her
resignation of the board effective immediately.
VII. SET NEXT MEETING
The next meeting was set for Wednesday, December 11, 2024 at 3:00 p.m.
VIII. PUBLIC COMMENT
Helen Coombs, 89052, congratulated her former team members’ on how much
progress they have made and the growth the AmeriCorps program has
experienced.
IX. ADJOURNMENT
There being no further business to discuss, Vice-chair Annette Dawson Owens
adjourned the meeting at 4:34 p.m.

vote. They shall hold office for one year or until their successor is elected.
