CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, August 2, 2017 I. CALL TO ORDER The meeting of the Parks and Recreation Board was called to order by Chairman Jim Perkins at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Paula Harris, Recording Secretary, confirmed the Parks and Recreation Board had been noticed in compliance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT Doug Diaz, Henderson Little League, reported on summer all-star baseball teams’ achievements, and presented a trophy to staff. Mr. Diaz commended City employees Erik Hanson for his commitment and Walt Denison for their commitment helping with the teams. Mr. Diaz distributed District 2 Henderson Little League 30-year Anniversary pins. Chairman Perkins thanked Mr. Diaz for his hard work and dedication to the Henderson Little League. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Nelson introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD JUNE 7, 2017 PUBLIC WORKS PARKS AND RECREATION Parks and Recreation Board Meeting Minutes of June 7, 2017. (Motion) Mr. Holman introduced a motion to adopt the minutes of June 7, 2017, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-2 PRESENTATION RECREATIONAL TRAILS PROGRAM GRANTS PUBLIC WORKS, PARKS AND RECREATION Amie Wojtech, Park Project Manager, will give a presentation on the Recreational Trails Program grants for Whitney Mesa Trail Improvements and Henderson Trail Locators. Amie Wojtech, Park Project Manager, reported on the following grants: Henderson Trail Locators project and Whitney Mesa Trail Improvements. Parks and Recreation Board Page 3 of 4 Wednesday, August 2, 2017 – Minutes NB-3 PARK PROJECT UPDATES PUBLIC WORKS, PARKS AND RECREATION Staff will provide updates on the following parks, Esselmont Park Phase II, Union Village Park, Capriola Park Phase II, O'Callaghan Dog Park, Desert Pulse Park, and Black Mountain Recreation Center Pickleball courts. Amie Wojtech, Park Project Manager, reported updates on Desert Pulse Park, Capriola Park Phase II, Union Village Park, Esselmont Park Phase II, O’Callaghan Dog Park, and Black Mountain Recreation Center Pickleball Courts. NB-4 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Announcement of upcoming grand openings, ground breakings, special events, awards and/or programs. Shari Ferguson, Assistant Director of Public Works, Parks and Recreation, reported that Dallas Holmes was appointed to the Parks Board at the Council meeting last night. There is still one vacancy to be filled by Mayor Debra March. Ms. Ferguson reported that staff has started updating the Parks Masterplan for the next ten years. Staff is planning a park tour in the fall, and asked Board members to provide a list of parks and trails they would like to visit. Ms. Ferguson reported on the following events: “March On” monthly events hosted by Mayor Debra March, Last Friday on August 25th, 2017, and a Hairball concert on September 8, 2017, at the Henderson Pavilion. VI. CHAIRMAN\MEMBER COMMENTS Ms. Houston commented that the Firelight Barn at 133 Water Street is fun new establishment in downtown Henderson. Mr. Chen commented that a computer class offered in Henderson Happenings helped a family member. Mr. Chen commented that a friend was able to switch their event to O’Callaghan Park. He recognized staff for their hard work and customer service. Mr. Perns commended City staff who maintains the Arroyo Grande Sports Complex fields during the hot summer months. Parks and Recreation Board Page 4 of 4 Wednesday, August 2, 2017 – Minutes Ms. Harris will email Board members City of Henderson Facebook pages. Regarding a citizen comment that bike lanes are faded, staff noted that there is a schedule to paint the bike lanes. Chairman Perkins commented that all City parks are well maintained and the restrooms are clean. Chairman Perkins asked staff to report on storm damage at City Parks for future meetings. VII. SET NEXT MEETING The next meeting was set for September 6, 2017, at 6:00 p.m. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
