CITY OF HENDERSON PLANNING COMMISSION REGULAR MEETING AGENDA Thursday, August 11, 2022 Council Chambers 4:00 PM 240 Water Street Meeting Inquiries: (702) 267-1500 Henderson, Nevada 89015 Notice to persons with special needs: For those requiring special assistance or accommodation to participate in this meeting, arrangements for a sign language interpreter should be made as soon as possible, but no later than 72 hours before the scheduled meeting. The Chair reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken on each agenda item as it is heard. Public comment will be taken during the designated Public Comment period, on Consent Agenda items that have been pulled for discussion, and on Public Hearing items. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chair. The Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, intimidation, threats, or any other comments intended to impede the meeting or infringe on the rights of the Henderson Planning Commission, City staff, or meeting participants. Planning Commission's recommendation on agenda items containing comprehensive plan amendments, zone changes, development agreements, master streets and highway amendments, and vacations are forwarded to City Council for review and decision unless Planning Commission acts otherwise. All other items will receive final action by the Planning Commission unless otherwise noted. Appeals of final decisions by Planning Commission must be submitted to the Director of Community Development within nine (9) calendar days of notice to the City Clerk. If the ninth day falls on a City-observed holiday, the time is extended to the next City working day. Appeals of final decisions will be forwarded to City Council for consideration. RECOMMENDATION: Final approval by Planning Commission A 229-lot (205 single-family attached, 24 common) residential subdivision on 15.7 acres, approximately 1,300 feet north of Galleria Drive and 800 feet east of Wiesner Way, in the Eastside Redevelopment and Cadence Planning Areas. For Possible Action. RECOMMENDATION: Final approval by Planning Commission A) A commercial (retail) fueling center; B) Waiver requests from the Development Code standards to: a) reduce the minimum floor area ratio (FAR) from 0.4 to 0.05; b) increase the front building setback from a maximum of 20 feet to 187 feet; c) allow off-street parking between the principal street and corresponding street-facing facade line; d) reduce the required landscape buffer for a portion of the property abutting a residential land use, from 25 feet to 8 feet; e) reduce the required landscape buffer along Boulder Highway, from 25 feet to 16 feet; f) reduce the required sidewalk width from 16 feet with street trees and furniture to 5 feet without street trees or furniture; and g) remove the requirement for a minimum 50 percent of the building facade, facing a street or drive aisle, to be located at the clear zone; and C) Review of architecture and site design of a commercial (retail) fueling center and convenience market; on 2.3 acres, located on the northeast corner of Boulder Highway and Galleria Drive, in the Eastside Redevelopment and Pittman Planning Areas.
