CITY OF HENDERSON PLANNING COMMISSION REGULAR MEETING AGENDA Thursday, September 15, 2022 Council Chambers 4:00 PM 240 Water Street Meeting Inquiries: (702) 267-1500 Henderson, Nevada 89015 Notice to persons with special needs: For those requiring special assistance or accommodation to participate in this meeting, arrangements for a sign language interpreter should be made as soon as possible, but no later than 72 hours before the scheduled meeting. The Chair reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken on each agenda item as it is heard. Public comment will be taken during the designated Public Comment period, on Consent Agenda items that have been pulled for discussion, and on Public Hearing items. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chair. The Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, intimidation, threats, or any other comments intended to impede the meeting or infringe on the rights of the Henderson Planning Commission, City staff, or meeting participants. Planning Commission's recommendation on agenda items containing comprehensive plan amendments, zone changes, development agreements, and vacations are forwarded to City Council for review and decision unless Planning Commission acts otherwise. All other items will receive final action by the Planning Commission unless otherwise noted. Appeals of final decisions by Planning Commission must be submitted to the Director of Community Development within nine (9) calendar days of notice to the City Clerk. If the ninth day falls on a City-observed holiday, the time is extended to the next City working day. Appeals of final decisions will be forwarded to City Council for consideration. RECOMMENDATION: Continued to the October 13, 2022, Planning Commission meeting. RECOMMENDATION: Recommended approval; to be heard by City Council on October 4, 2022. A) Adopt and add to the Plan Appendix the City of Henderson's Complete Streets Policy; and B) Adopt and add to the Plan Appendix a new Master Transportation Plan Roadway Classification Map to: 1) make planned roadway changes in West Henderson and the Eldorado Valley; 2) extend the easterly segment of Paradise Hills Drive west to College Drive; and 3) make minor revisions to roadway nomenclature, alignment and classification.
