CITY OF HENDERSON PLANNING COMMISSION REGULAR MEETING AGENDA Thursday, October 10, 2024 Council Chambers 4:00 PM 240 Water Street Meeting Inquiries: (702) 267-1500 Henderson, Nevada 89015 For those requiring special assistance or accommodation to participate in this meeting, arrangements for a sign language interpreter should be made as soon as possible, but no later than 72 hours before the scheduled meeting. Please contact the Community Development and Services office at (702) 267-1500 or TTY: 7-1-1, at least 72 hours in advance to request a sign language interpreter. You may also submit your request by using Contact Henderson. The Chair reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken on each agenda item as it is heard, with the exception of Consent Agenda items, which will receive public comment if an item has been requested to be pulled for comment or discussion. Public comment will also be taken during the designated Public Comment period. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chair. The Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, intimidation, threats, or any other comments intended to impede the meeting or infringe on the rights of the Henderson Planning Commission, City staff, or meeting participants. The Planning Commission's recommendation on agenda items addressing comprehensive plan amendments, zone changes, development agreements, vacations, and any other applications on the agenda that are combined with those items, are forwarded to the City Council for review and decision. All other items will receive final action by the Planning Commission unless otherwise noted. Appeals of final decisions by Planning Commission must be submitted to the Director of Community Development and Services within nine (9) calendar days of the notice of final action to the City Clerk. If the ninth day falls on a City-observed holiday or a City Hall non-business day, the appeal period is extended to the next regular City working day. Appeals of final decisions will be forwarded to City Council for consideration. An 8-lot residential subdivision (8 common) and to designate right-of-way within Development Areas 2 and 4, on approximately 14.5 acres, generally located south of the intersection of Lake Mead Parkway and Lake Las Vegas Parkway, in the Lakemoor Redevelopment and Foothills Planning Area. A) Waiver requests from Development Code standards to: a) reduce the parking setback requirement from 40 feet to 19 feet along South Las Vegas Boulevard and from 5 feet to 1 foot along the interior side (north) property line, and b) decrease the required interior side building setback from 10 feet to 5 feet; and B) Review of architecture and site design for a 408-unit multifamily development; on 16.2 acres generally located at the northeast corner of South Las Vegas Boulevard and District Avenue, in the West Henderson Planning Area. RECOMMENDATION: Recommended denial; to be heard by City Council on November 6, 2024. Amend a zone change for the Sunridge at MacDonald Ranch master plan to allow a Tavern by right, waive the required distance separation from two existing taverns, and to allow a Tavern in a CN (Neighborhood Commercial) zoning district, on a portion of an 8-acre master plan located at 10940 South Eastern Avenue, Suite 101, in the MacDonald Ranch Planning Area. 6. For Possible Action. RECOMMENDATION: Final approval by Planning Commission of Item A only, and final denial of Items B and C. Waiver request from Development Code standards to reduce the side yard setback from 5 feet to 2 feet for an addition located at 1824 Bearden Avenue, in the Eastside Redevelopment and Pittman Planning Areas. 17. 2025 PLANNING COMMISSION MEETING SCHEDULE APPLICANT: COMMUNITY DEVELOPMENT AND SERVICES DIRECTOR, ON BEHALF OF THE PLANNING COMMISSION For Possible Action. RECOMMENDATION: Final approval by Planning Commission. Planning Commission shall set and accept a Planning Commission meeting schedule for the year 2025 in accordance with Article III, Section 1 of the Bylaws. IX. PUBLIC COMMENT Items discussed under Public Comment cannot be acted upon at this meeting but may be referred by Planning Commission to the appropriate body for follow- up (NRS 241.020). Public Comment will be limited to three (3) minutes per speaker at the discretion of the Chair.
