CITY OF HENDERSON PLANNING COMMISSION REGULAR MEETING AGENDA Thursday, November 14, 2024 Council Chambers 4:00 PM 240 Water Street Meeting Inquiries: (702) 267-1500 Henderson, Nevada 89015 For those requiring special assistance or accommodation to participate in this meeting, arrangements for a sign language interpreter should be made as soon as possible, but no later than 72 hours before the scheduled meeting. The Chair reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken on each agenda item as it is heard, with the exception of Consent Agenda items, which will receive public comment if an item has been requested to be pulled for comment or discussion. Public comment will also be taken during the designated Public Comment period. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chair. The Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, intimidation, threats, or any other comments intended to impede the meeting or infringe on the rights of the Henderson Planning Commission, City staff, or meeting participants. The Planning Commission's recommendation on agenda items addressing comprehensive plan amendments, zone changes, development agreements, vacations, and any other applications on the agenda that are combined with those items, are forwarded to the City Council for review and decision. All other items will receive final action by the Planning Commission unless otherwise noted. Appeals of final decisions by Planning Commission must be submitted to the Director of Community Development and Services within nine (9) calendar days of the notice of final action to the City Clerk. If the ninth day falls on a City-observed holiday or a City Hall non-business day, the appeal period is extended to the next regular City working day. Appeals of final decisions will be forwarded to City Council for consideration. A 361-lot (325 single-family, 36 common) residential subdivision on 91 acres generally located south of Lake Mead Parkway and Lake Las Vegas Parkway, in the Lakemoor Redevelopment and Foothills Planning Area. RECOMMENDATION: Final approval by Planning Commission. Amend a conditional use permit to allow Vehicle Storage located at 911 and 919 Empire Mesa Way, in the Eastside Redevelopment and Midway Planning Area. 13. PUBLIC HEARING A) CUP-2024015536 - CONDITIONAL USE PERMIT B) DRA-2024015544 - DESIGN REVIEW MAGNESIUM FAMILY MEDICAL MAGNESIUM FAMILY MEDICINE For Possible Action. RECOMMENDATION: Final approval by Planning Commission. A) Medical Office with modifications from the Downtown Master Plan to: a) allow a Medical Office as a primary use, b) allow a Medical Office on a lot that is less than 6,000 square feet, and c) increase the on-site maximum number of parking spaces from 4 to 6; and B) Review of architecture and site design for a medical office; located at 210 Lead Street, in the Downtown Redevelopment and Townsite Planning Areas. PUBLIC HEARING CPA-2024015545 - COMPREHENSIVE PLAN AMENDMENT HENDERSON STRONG COMPREHENSIVE PLAN AMENDMENT - OPEN SPACE AND TRAILS PLAN COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT For Possible Action. RECOMMENDATION: Recommended approval; to be heard by City Council on December 3, 2024. Amend the Henderson Strong Comprehensive Plan to update the Appendix by adding the revised Open Space and Trails Plan. IX. PUBLIC COMMENT Items discussed under Public Comment cannot be acted upon at this meeting but may be referred by Planning Commission to the appropriate body for follow- up (NRS 241.020). Public Comment will be limited to three (3) minutes per speaker at the discretion of the Chair.
