MINUTES
December 15, 2015
I. CALL TO ORDER
Chairman Serfas called the Redevelopment Agency Advisory Commission to
order at 4:03 p.m. in the Annex Conference Room, City Hall Annex,
280 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
MaryAnne Cruzado, Recording Secretary, confirmed the meeting had been
noticed in accordance with the Open Meeting Law by posting the Agenda three
working days prior to the meeting at City Hall, Henderson Convention Center,
Green Valley Police Substation, and Fire Station No. 86.

III. PUBLIC COMMENT
No comments were presented by the public.
IV. ACCEPTANCE OF AGENDA
(Motion) Mr. McGinty introduced a motion to accept the agenda. The vote
favoring approval was unanimous. Chairman Serfas declared the
motion carried.

CITY OF HENDERSON REDEVELOPMENT AGENCY ADVISORY
COMMISSION MEETING OF OCTOBER 27, 2015
Adopt the minutes of the City of Henderson Redevelopment Agency Advisory
Commission meeting of October 27, 2015.
(Motion) Mr. McGinty introduced a motion to adopt the
October 27, 2015, minutes, as presented. The vote favoring
approval was unanimous. Chairman Serfas declared the
motion carried.
2 FIRST QUARTER FY16 FINANCIAL UPDATE
Accept the Financial report for the Cornerstone, Downtown, Eastside,
Tuscany, Lakemoor Canyon redevelopment areas and the administration
thereof as of September 30, 2015.
Michelle Romero, Redevelopment Manager, read a summary
of the proposed item. She pointed out that the Agency has already received
40% of revenues and that semi-annual payments have been made to
developers.
Responding to a question by Mr. Southwick regarding the reason for the
increased revenues, Ms. Romero said it was due to the recent reset in the
Eastside Redevelopment area.
(Motion) Mr. McGinty introduced a motion to accept the Financial report
for the Cornerstone, Downtown, Eastside, Tuscany, Lakemoor
Canyon redevelopment areas and the administration thereof
as of September 30, 2015.

3 REDEVELOPMENT AGENCY ANNUAL AUDIT
FISCAL YEAR 2014-2015
Accept the Redevelopment Agency’s Fiscal Year 2014-2015 Audited
Financial Statements.
Ms. Romero gave a summary of the proposed item, and reported that
there were no outstanding issues except for what was discussed last
month regarding the devaluation of property that was appraised. She noted
that, on the page for Management Discussion and Analysis, it explains that the
reduction is in value of the property and not in actual cash receipts.
She stated that all the checks and balances were deemed appropriate
for the Agency.
(Motion) Mr. McGinty introduced a motion to approve the Redevelopment
Agency’s Fiscal Year 2014-2015 Audited Financial Statements.
The vote favoring approval was unanimous. Chairman Serfas
declared the motion carried.
4 RESOLUTION
FUNDING APPROVAL FOR INSTALLATION OF THREE PHASE POWER
AND ASSOCIATED NV ENERGY EQUIPMENT TO SITE A
Adopt a resolution of the City of Henderson Redevelopment Agency,
Clark County, Nevada, authorizing the Agency to pay the cost of installation
of three-phase power improvements to Site A and associated equipment,
in an amount up to $150,000.00 pursuant to an agreement to be entered
into between the Agency and NV Energy and authorizing the Executive
Director to negotiate an agreement between the Agency and NV Energy
for the installation of three-phase power improvements.
Ms. Romero presented a summary of the proposed item.
Responding to a question by Mr. McGinty regarding if this power can feed
into other potential businesses, Ms. Romero replied that it can depending
on the load for each one and that the Agency has the ability to be
reimbursed from other projects that are going in for their pro-rata share.
She added that there will be no reimbursements from Lovelady or
Desimone because the appraisal was created as if the three-phase power
were already included.

(Motion) Ms. Spina introduced a motion to adopt the resolution of the City
of Henderson Redevelopment Agency, Clark County, Nevada,
authorizing the Agency to pay the cost of installation of three-
phase power improvements to Site A and associated equipment,
in an amount up to $150,000.00 pursuant to an agreement to be
entered into between the Agency and NV Energy and authorizing
the Executive Director to negotiate an agreement between the
Agency and NV Energy for the installation of three-phase power
improvements.
VI. CHAIRMAN\MEMBER COMMENTS
Ms. Romero introduced Mr. Mark Hobaica, currently the City of Henderson
Architect, who will take her place when she retires in February.
Mr. Hobaica said he will do his best to get involved as best as he can and mirror
Michelle as well as participat in as many meetings and briefings.
VII. SET NEXT MEETING
The next meeting was set for January 26, 2016 at 4:00 p.m., in the Annex
Conference Room, City Hall Annex, 280 Water Street, Henderson, Nevada.
VIII. PUBLIC COMMENT
There were no comments presented by the public.
IX. ADJOURNMENT
There being no further business to be discussed, the meeting was adjourned at
4:16 p.m.
