CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, September 11, 2019 I. CALL TO ORDER Chairman Liz Baldizan called the meeting to order at 4:02 p.m., at the City of Henderson City Hall, Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Administrative Assistant III, confirmed the Regular Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Nies introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. V. UNFINISHED BUSINESS UB-1 CAN DO AWARD PARKS AND RECREATION Commission members will discuss the possibility of creating a volunteer service appreciation award for those in the community who are serving seniors and review the revised criteria attachment. Chairman Baldizan stated the Can Do Award will recognize members of the public who serve the 50-plus community. Corey Clark, Recreation Services Manager, referred to the backup material and provided a summary of the potential award nomination process. Mr. Boyce inquired if the Can Do Award is in the scope of the Commission’s responsibilities. Mr. Clark said the City currently has the Heart of the City Award for residents, and the Be Kind Award for City employees and City volunteers. A discussion ensued regarding the eligibility criteria for the Can Do Award. Bethany Sanchez, Assistant City Attorney III, stated that the potential nominees will have to be notified of their nomination per Nevada Revised Statutes. It was the consensus of the Commission to have the Can Do Award as an action item on a future agenda to coordinate its eligibility criteria. Senior Citizens Advisory Commission Page 3 of 7 Wednesday, September 11, 2019 – Minutes VI. NEW BUSINESS NB-2 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING AUGUST 14, 2019 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of August 14, 2019. Chairman Baldizan said the minutes should reflect under NB-3 that Barry Gold, Director of Government Relations, was not in attendance. (Motion) Mr. Potter introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of August 14, 2019, as amended. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-3 PROGRAMS AND SERVICES OFFERED AT THE DOWNTOWN SENIOR CENTER PARKS AND RECREATION Sue Bobby, Senior Services Supervisor, will discuss programs and services offered at the Downtown Senior Center. Sue Bobby, Senior Services Supervisor, introduced herself and provided an overview of her tenure with the City and her involvement with the senior community. She welcomed the Commissioners to visit the Downtown Senior Center and said she is open to any recommendations on ways to enhance community services. Ms. Bobby presented a summary of the services provided at the Downtown Senior Center, and invited the Commissioners to attend the Community Conversations event on September 12, 2019, at 9:30 a.m. She distributed flyers detailing excursions and ongoing activities provided by the senior center. Following an inquiry by Mr. Boyce regarding volunteer opportunities, Ms. Bobby said the senior center is always accepting volunteers. Senior Citizens Advisory Commission Page 4 of 7 Wednesday, September 11, 2019 – Minutes NB-4 ELECTION CHAIRPERSON PARKS AND RECREATION Commission members will elect a Chairman. Chairman Baldizan nominated Steve Boyce for Chairman. Ms. McEvers nominated Liz Baldizan for Chairman. Ms. Baldizan respectfully declined the nomination. (Motion) Ms. Belanger introduced a motion to elect Steve Boyce as Chairman. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-5 ELECTION VICE CHAIRPERSON PARKS AND RECREATION Commission members will elect a Vice Chairman. Mr. Berman nominated Judy Belanger for Vice Chairman. Ms. Belanger respectfully declined the nomination. Mr. Berman nominated Jordan Flake for Vice Chairman. Mr. Potthoff nominated Gina Joliff for Vice Chairman. (Motion) Mr. Berman introduced a motion to elect Jordan Flake as Vice Chairman. The vote favoring approval was: Those voting aye: Baldizan, Belanger, Boyce, McEvers, and Nies. Those voting Nay: Berman and Potter. Those absent: Flake, Joliff, O’Neil, and Smith. Those abstaining: None. (Motion) Chairman Baldizan introduced a motion to elect Gina Joliff as Vice Chairman. The vote favoring approval was: Those voting aye: Berman and Potter. Those voting Nay: Baldizan, Belanger, Boyce, McEvers, and Nies. Those absent: Flake, Joliff, O’Neil, and Smith. Those abstaining: None. Chairman Baldizan declared Jordan Flake as Vice Chairman by a majority vote. Senior Citizens Advisory Commission Page 5 of 7 Wednesday, September 11, 2019 – Minutes NB-6 SENIOR SUMMIT 2020 PARKS AND RECREATION Commission members and City staff will discuss the Senior Summit 2020 and share information on the available participants. Corey Clark, Recreation Services Manager, stated the Senior Summit 2020 event will be held Tuesday, January 28, 2020, at the Heritage Park Senior Center, and provided a summary of the event’s details. Chairman Baldizan said there will be informational cards on the Senior Citizens Advisory Commission provided in the swag bags. Following an inquiry by Mr. Boyce regarding if members can give the Commission’s community feedback survey at the event, Mr. Clark said members may casually walk around and do so. NB-7 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PARKS AND RECREATION Commission members will review highlights from attendance at previous events and discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission. Ms. McEvers said the Age Well Expo will be at the Red Rock Casino Resort and Spa on November 9, 2019, from 10:00 a.m. to 4:00 p.m. It was the consensus of the Commission to attend the expo if members are available. Chairman Baldizan informed the Commission that the Engaging With Aging forum will be at the Suncoast Hotel and Casino on October 2, 2019, and the Senior Expo will be held at the Sunset Station Hotel and Casino on October 30, 2019. Referring to the event calendar in the backup material, Corey Clark, Recreation Services Manager, noted the Council Conversations event is Thursday, September 19, 2019, at 6:00 p.m., and the City Council meeting was changed to Wednesday, September 18, 2019, at 6:00 p.m. (Motion) Mr. Boyce introduced a motion to approve participation at the Age Well Expo on November 9, 2019. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. Senior Citizens Advisory Commission Page 6 of 7 Wednesday, September 11, 2019 – Minutes NB-8 AARP PROGRAMS PARKS AND RECREATION Commission members will discuss areas of opportunity and collaboration with AARP and its programs. Chairman Baldizan provided a document that highlighted AARP’s resources and recommended that the Commission could collaborate with AARP on some of their programs. Corey Clark, Recreation Services Manager, said he has contacted an AARP representative to discuss tax preparation resources in the City. A discussion ensued regarding potential collaboration opportunities with AARP. NB-9 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION Linda Rauenbuehler of the Henderson Seniors’ Auxiliary will give a report on activities of the organization. Linda Rauenbuehler, Henderson Seniors’ Auxiliary, was not in attendance. Chairman Baldizan referred to the backup material and provided overview of the Seniors’ Auxiliary’s services. Corey Clark, Recreation Services Manager, said this non-profit currently has three vacancies on their board and are currently seeking a new member that is knowledgeable on legal matters to assist with grant writing for the organization. NB-10 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on the Meals on Wheels program. He will also share valuable information available on the City of Henderson (COH) website. Corey Clark, Recreation Services Manager, provided an update on the Meals on Wheels program, and stated he will have information available at the next meeting regarding a grant he recently submitted to expand the program. Mr. Clark said the City increased part-time hours to the Downtown Senior Center to ensure guests are adequately serviced. Senior Citizens Advisory Commission Page 7 of 7 Wednesday, September 11, 2019 – Minutes Responding to a question by Ms. Belanger regarding the HopeLink data in the backup, Chairman Baldizan said the numbers reflect a program where HopeLink provides food bags to senior citizens on the last Monday of the month. VII. CHAIRMAN\MEMBER COMMENTS Chairman Baldizan announced she will be resigning from the Senior Citizens Advisory Commission. Ms. Belanger thanked Chairman Baldizan for her leadership and guidance throughout her years of serving on the Commission. Chairman Baldizan reported that the Commissions’ presentation at the August 20, 2019, City Council meeting went well. VIII. SET NEXT MEETING The next meeting was set for October 9, 2019, at 4:00 p.m. IX. PUBLIC COMMENT Sue Bobby, Senior Services Supervisor, said there will be a dance clinic hosted by the University of Nevada, Las Vegas Rebel Girls on September 19, 2019, at the Downtown Senior Center, and invited those present to attend. X.
