MINUTES OF REGULAR MEETING MARCH 28, 2023 PAGE 1 CITY OF HENDERSONVILLE BOARD OF MAYOR AND ALDERMEN MINUTES OF REGULAR MEETING MARCH 28, 2023, at 7:00 P.M. 101 Maple Drive North, Hendersonville, TN 37075 PRESENT: JAMIE CLARY, MAYOR MARK BURGDORF, ALDERMAN RACHEL COLLINS, ALDERMAN JANNA GARTON, ALDERMAN BOB GARZA, ALDERMAN TERRI GOODWIN, ALDERMAN MICHAEL MARTIN, ALDERMAN LEEPETERSON,ALDERMAN EDDIE ROBERSON, ALDERMAN JEFF SASSE, ALDERMAN MARK SKIDMORE, ALDERMAN LANCE WRAY, INTERIM CITY ATTORNEY ANNETTE HUNTER, CITY RECORDER DESIGNEE ABSENT: KAREN DIXON, ALDERMAN JIM WATERS, ALDERMAN, VICE-MAYOR The meeting opened with prayer led by Pastor Socrates Holguin, Pastor of Maranatha Assemblies of God. The Pledge of Allegiance was led by Mayor Clary. AGENDA The March 28, 2023, BOMA meeting was called to order by Mayor Jamie Clary. The roll was called with eleven (11) members present. Aldermen Dixon and Waters were absent. Sasse moved; seconded by Goodwin to approve the March 28, 2023, agenda. Collins moved; Garza seconded to amend the agenda by adding an Executive Session before adjournment. There was no discussion. There was a unanimous vote to approve the motion. Clary declared the motion carried. MINUTES OF REGULAR MEETING MARCH 28, 2023 PAGE2 Sasse moved; Garza seconded to amend the agenda by waiving the two week rule and adding Resolution 2023-18 as Item #2 under Ordinances and Resolutions. There was no discussion. There was a unanimous vote to approve the motion. Clary declared the motion carried. There was no discussion on the original motion. There was a unanimous vote to approve the agenda as amended. Clary declared the motion carried. PRESENTATIONS None PUBLIC HEARING None MINUTES Burgdorf moved; seconded by Peterson to approve the March 14, 2023, minutes. There was no discussion. There was a unanimous vote to approve the motion. Clary declared the motion carried. CITIZENS' COMMENTS None CONSENT AGENDA None ORDINANCES AND RESOLUTIONS The caption was read for Resolution 2023-11, a resolution to accept a fleet replacement schedule for the City Police and Fire Departments and to establish that fleet replacement schedule considerations be included regularly as part of each annual budget process. MINUTES OF REGULAR MEETING MARCH 28, 2023 PAGE3 Collins moved; Sasse seconded a motion to approve Resolution 2023-11. Discussion ensued with Collins stating the schedule was intentional and purposeful to maintain the fleet. Roberson asked Eckenroth to explain why the schedule was good for the City since the implementation of the schedule would be a drastic change from the way fleet purchases have been handled by the Board in the past. Eckenroth explained making the budget as consistent as possible is desired. By preparing and planning for large fleet purchases such as a ladder truck, it allows the budget to remain flatter and not be surprised with large expenditures. Roberson moved; Clary seconded a motion to amend Resolution 2023-11 by replacing Exhibit A with new calculations by changing Police purchasing schedule from 5-Year, 8-Year, and 10-year to 6-Year, 9-Year, and 11-Year and changing mileage from 100,000 miles to 125,000 miles, whichever comes first. Fire's schedule would change from 12-year, 15-Year, and 20-Year to 17-Year and 20-Year. Discussion continued. Goodwin asked to be added as a sponsor of the original amendment. Peterson volunteered Roberson to also be a co-sponsor of Resolution 2023-11 . Peterson moved; Sasse seconded a motion to send Resolution 2023-11 back to the Public Safety Committee for further review and modification. There was a unanimous vote to approve the motion to return Resolution 2023-11 to the Public Safety Committee. Clary declared the motion carried. Sasse moved; Clary seconded a motion to approve Resolution 2023-18, a resolution to revise the Investment Policy for the City of Hendersonville, Tennessee. There was no discussion. There was a unanimous vote to approve the motion. Clary declared the motion carried. OTHER AGENDA ITEMS None REPORTS Brief Committee Reports MINUTES OF REGULAR MEETING MARCH 28, 2023 PAGE4 Finance-Eckenroth Presented • Discussed Ordinance 2023-08, an ordinance amending Ordinance 2022-11, as amended, to reflect adjustments to the City's 2023 fiscal year budget. Amended the Budget to include damages from the windstorm. Insurance will reimburse the City, but money must be appropriated first. Passed. • Discussed Resolution 2023-18, a resolution to revise the investment policy for the City of Hendersonville, Tennessee. Updated to reflect MTAS housekeeping items for the policy. • Discussed Sales Tax Analysis Report. Still seeing positive gains. • Discussed Budget Schedule • Discussed Budget Revenues • Discussed new items to add to the Finance side of new budget for next year. Public Works-Skidmore • Met March 28, 2023 • Discussed Resolution 2023-13, a resolution accepting the dedication of the completed streets in Hunt Club, Phase 8 and Phase 12, Hendersonville, Sumner County, Tennessee. Passed unanimously. • Discussed Resolution 2023-15, a resolution authorizing the City's Department of Parks and Recreation to apply for a KABOOM! Community Playground Grant. Passed unanimously. • Discussed Resolution 2023-16, a resolution authorizing the Mayor to enter into an agreement with Social Indoor Advertising for advertising in City park facilities to benefit the City park system. Passed unanimously. • Discussed Trash Collection Update. • Discussed 110 Mountainwood Drive Street Light Proposal Revision. • Discussed Light Synchronization Update. Second phase starting in spring. • Discussed Sanders Ferry Greenway Update. The walkway section currently being worked on should be completed by spring. • No notification has been received stating when monies from the Stormwater grant will be received. • Thanks extended to Police, Fire, Public Works and everyone that assisted in some form or fashion during and after the windstorm. Chief of Operations Report-Eckenroth • Thanks were also extended to Andy Gilley and Trevor Cole and the entire Parks Department for their work during the aftermath of the windstorm. • The report with metrics was included in the agenda packet and will be every month moving forward. Eckenroth went over those briefly explaining each. They will be updated monthly. Peterson requested a metric for property tax collected be included in the next report. Peterson also extended thanks to all those who participated in the Clean Up Day. MINUTES OF REGULAR MEETING MARCH 28, 2023 PAGES Sasse inquired as to why there was an increase in Police calls in January and February of 2023. Eckenroth stated the reason is unknown at this time. Sasse also inquired if the volume of residential permits and inspections was due to a development. Eckenroth clarified that all residential permits were taken into account, i.e., water heater, new home, electrical panel, etc. Executive Session was entered at 8: 13 p.m. The meeting was reconvened at 8:27 p.m. Upon motion by Garton and second by Goodwin there was a unanimous vote for approval to adjourn.
