(10-0-0) STAFF REPORT This submittal includes 8 single-family homes and 1 Open Space lot, located on Old Shackle Island Road, between Wessington Place and New Shackle Island Road. The property is zoned Multi-Family Residential (MFR), and the Applicant was approved for a 14-unit Townhome Site Plan in 2020. The Developer has indicated the multi-family development costs for the property are not feasible due to the slope, curvature of the road, and other issues. H.R.P.C. MINUTES MARCH 2, 2021 PAGE 3 The new plan proposes shared access driveways to limit the number of connections along the inside of the curve to four as opposed to eight. In addition, a 5’ sidewalk with a 5’ grass strip is proposed. Staff is suggesting that trees per lot be used instead of street trees to assist with visibility and sight distance in the curve. The water line location presents issues for the normal second option of moving street trees outside of the grass strip and sidewalk. STAFF COMMENTS PLANNING DEPARTMENT 1. Overhead electric currently runs through lots and needs to be relocated underground prior to final plat recording. If relocation interferes with building envelopes, location must be considered for approval by Planning Department before relocation, provide NES Plan of Service. Changes and easement must be shown on final plat to be recorded. 2. Due to water line and sight distance conflicts, in lieu of required street trees, add a note stating that one canopy tree will be provided in the front yards per lot, between the proposed homes and a minimum of 6’ from the existing water line location. Open space will also need a minimum of 3 canopy trees that will need to be approved by the Planning Department. 3. Provide copy of recorded covenants and restrictions for HOA. 4. SITE PLANS: 21-015-001: JACKSON TOWNHOMES – SITE PLAN: Deferral requested by Applicant. STAFF REPORT This is a site plan based on the recently approved Combined Development Plan named Jackson Townhomes. The property has been rezoned to Multi-Family Residential, Planned Development (MFR-PD) and General Commercial, Planned Development (GC-PD). Currently, the plan shows 45 townhome units with two-car garages. This is accessed by a private road that will be constructed within the development and maintained by the HOA. The development features an amenity area with a bench and a gazebo. There are also two mailbox kiosk locations with dedicated parking. The commercial portion of this development is required to tie into the private road for access to reduce access points on Gallatin Road. The developer of the townhomes will be responsible for creating this access, tying it into the existing parking area, and removing the access point(s) on Gallatin Road, unless the owner of the commercial lot, if different, chooses to make those changes per this plan. The commercial site plan other than the access change will be part of a future site plan when required for a new use or structure. The units are shown to have two-car garages, with primarily brick exteriors with hardie features. Most, if not all, of the units will have a covered patio with second floor deck, unless final design requires a change. H.R.P.C. MINUTES MARCH 2, 2021 PAGE 5 STAFF COMMENTS PLANNING DEPARTMENT 1. Driveways are required to be 18’ past sidewalks. The grass strip has already been reduced from 5’ to 2’ and is required to have some greenspace. This was not fully addressed how this layout would work at the CDP stage and is part of the site plan review. This will require some site redesign with drainage and adjustment of the patios/deck units for units 16 and 17. 2. Add note stating commercial lot will be designed with future site plan. 3. Add note “The developer of the townhomes will be responsible for creating this access and tying it into the existing parking area, and removing the access point(s) on Gallatin Road. The current owner of these lots is responsible for notifying any potential buyers of this condition prior to sale.” 4. Chart shows 48 units and it appears there are only 45. Amend to 45. 5. Add a note stating HOA will be responsible for maintenance of the private road, sidewalks, and streetlights. 6. Show setbacks to be consistent with development plan on all pages. H.R.P.C. Add a real or faux window with shutters to top story of end units to balance out architectural features. 11. Provide rear view of elevations which must be approved by the Planning staff. 12. Show percentage of brick and percentage of hardie, and percentage of other on each building (A, B, C, etc.) total exterior. 13. Add a cross section for the reduced grass strip (2’). 14. Visible drainage structures will need to be faced with brick or stone. 15. Page 21, 22, and 28 show a separate lot for the barn and small building that must be removed. 16. Rear of units 24-34 encroach into the rear setback if a deck is used. 17. Add site setback to commercial lot on page C2.0. 18. Side setback widths need to conform with buffer widths (10’ buffer required, 10’ setback/buffer). 19. (9-0-0) STAFF REPORT Lightbridge Academy is a child daycare center franchise with locations primarily in the north- east section of the country, expanding to the south-east. This site is located in Durham Farms at the roundabout intersection of Drakes Creek Road and Azalea Circle. It is zoned Mixed Residential, Planned Development (MXR-PD). SITE LOCATION ZONING This lot, along with the lot to the south of it, make up the commercial section at the heart of Durham Farms. The Final Development Plan for these two lots show retail buildings with ground floors ranging from 4,000 sf to 10,000 sf, with parking located behind the buildings (see next image below). H.R.P.C. MINUTES MARCH 2, 2021 PAGE 9 In the FDP, the concept for the building form and architecture was two-story, traditional urban buildings framing the edge of Drakes Creek Road and Azalea Circle. While the proposed Lightbridge Academy has a more traditional suburban layout and building form than that shown on the FDP, Lightbridge has worked extensively with staff and the H.R.P.C. MINUTES MARCH 2, 2021 PAGE 10 Durham Farms Architectural Review Committee to modify Lightbridge’s typical product to conform as much as possible to the spirit of the FDP. The building has been pushed up to the street intersection and rotated so that it frames the corner and addresses the roundabout. Parking has been located to the north side of the building and away from the roundabout. The building architecture echoes that of the nearby Durham Farms amenity center. It employs similar materials and colors but has a slightly more formal appearance suitable for its proximity to the roundabout. Planning staff has the expectation that this building orientation and architecture will be honored with the development of the sister commercial lot to the south, whenever it develops. H.R.P.C. MINUTES MARCH 2, 2021 PAGE 11 H.R.P.C. MINUTES MARCH 2, 2021 PAGE 12 The site is immediately adjacent to two residences, one facing Nottingham Avenue and the other facing Azalea Circle. The Nottingham Circle home will be provided the required 20-foot landscaped buffer. The Azalea Circle home will have a narrower landscaped buffer but will also include a 6-foot tall brick wall in addition to the required landscaping. STAFF COMMENTS PLANNING DEPARTMENT 1. Provide a solution for screening the transformer and other utilities at the front of the building from the street. Landscape beds should be symmetrical around the front sidewalk. 2. Provide buffer wall detail. 3. The buffer wall should be terminated closer to the front of the adjacent residence to allow for proper sight distance at the alley intersection with Azalea Drive. Also allow for proper sight distance at the alley behind the residence. 4. Playground fence columns should be spaced at regular intervals throughout the length of the fence line, including along the alley. 5. Revise plant schedule to specify sod for all grass areas – no seed. 6. Provide a detail of the ground sign. 7. Provide a note on the elevations pages that the sign permit is to be issued separately. STAFF REPORT This site is located at 125 Maple Row Boulevard, across the street from Swauger Family Dentistry. It is zoned General Commercial (GC). Lots to the southwest, northeast and west are zoned GC; lots to the east are zoned Single-Family Residential (SR-1 PD, Indian Ridge subdivision). The proposed use for this development is office and a medical clinic. The building will be 6,587 square feet and will accommodate two tenants. H.R.P.C. At the time of site inspection for a Use & Occupancy Permit, the existing vegetation within this buffer will be analyzed by Planning staff to determine its adequacy to perform at or better than the level of screening required by the ordinance. Please note that additional vegetation may be required at that time if it is determined that the existing buffer is inadequate. 5. Align the proposed north driveway stubout to the future drive stubout for Carrier Chiropractic at 123 Maple Row Boulevard. (10-0-0) STAFF REPORT The Developer has submitted a Preliminary Plat for 19 lots, located off of Hazelwood Drive. The property is 9.57 acres. There is significant slope to the property, which will require many critical lots to be noted, and an individual site plan showing driveway and driveway access will be required. The property is zoned Suburban Residential, Low Density (SR-1), which has a 12,500 sf (0.287 acre) lot minimum size requirement. Average density for this development is 0.5 acres per lot, including open space. The average lot size (minus the open space) is 0.47 acres. As part of this plat, the Developer has proposed 0.66 acres of HOA-maintained Open Space with a community mailbox area and dedicated parking. Open Space is not required for this project since it is not a planned development, but should be a benefit to the residents. H.R.P.C. MINUTES MARCH 2, 2021 PAGE 22 The existing access and sanitary sewer easements for a HUD pumpstation will remain on Lots 106 and 107. It has been stated by the developer and their engineer that access to this will be from Elissa Place, and the access through lot 201, currently to Curtis Crossroads, will be removed. STAFF COMMENTS PLANNING DEPARTMENT 1. Remove the total site area inside Lot 201 to avoid clutter, add square footage in parentheses to total acreage on site data chart. 2. Remove playground from leader line comment if no playground is planned. 3. Show spec of the type of decorative streetlamps and poles to be used, add a note stating that type will be considered for approval by the Planning and Public Works Departments. 4. Add note that open space will not be converted into a building lot. 5. Has there been an agreement with HUD to change the access and remove the easement through lot 201? This will need to be in place prior to final plat. 6. Phase lines should be removed or show where road will be finished to show mailbox kiosk and associated parking for Phase 1. MINUTES MARCH 2, 2021 PAGE 24 PLANNING DIRECTOR COMMENTS: Director Keith Free discussed the Planning Department’s “Make Things Brighter” initiative and commended Tim Nicholson for his work on the project. He explained the City’s involvement as a recipient of an Urban Transportation Planning Grant ($200,000), which will allow for the development of a community and County-wide Pedestrian- Bicycling Master Plan. Free mentioned the Volunteer Village site improvements and the continued redevelopment occurring along West Main Street. He also introduced Paul Harbsmeier as the City’s interim Chief of Operations. Charles Lea asked about the proposed Goat Farm project along East Main Street. Free said the project is being reviewed by the City of Gallatin and Sumner County Planning Departments. He has seen the plan but has not been involved in the design or review process.
