Chairman David Jenkins called the meeting to order at 6:30 p.m. via a Zoom video conference.
OPENING STATEMENT/VOTE:
“It has been determined that meeting electronically is necessary to protect the public health,
safety, and welfare in light of the coronavirus. A recording of this meeting will be made
available to the public online.”
MOTION BY Altizer, seconded by Silkwood, to approve the above statement and hold the
meeting electronically. Altizer, Coker, Hardwick, Hasty, Jenkins, Longmire, Peterson, Silkwood,

OPENING PRAYER:
Chairman David Jenkins led the opening prayer. He also welcomed new Commissioners Charles
Hasty and Jeff Coker to the Planning Commission and commended outgoing Commissioners Kee
Bryant-McCormick and Charles Lea for their service to the City. Jenkins read a statement from
Lea.

PUBLIC HEARINGS:
A virtual Public Hearing will occur on April 6, 2021, at 6:30 p.m. regarding the Hendersonville
Five-Year Amendment Consolidated Plan covering the period from July 1, 2017 to June 30,
2022, and the 2020-2021 Annual Action Plan Covering the period from July 1, 2020 to June 2,
2021. The Consolidated Plan is a requirement for the City of Hendersonville to receive funds
through the Community Development Block Grant (CDBG) program of the U.S. Department of
Housing and Urban Development (HUD). The 2020-2021 Annual Action Plan proposes
reappropration of CDBG funding to the Hendersonville Senior Center, Phase II Site and ADA
Improvement projects and the CDBG-CV funding of Phase III improvements to the
Hendersonville Senior Center that include a new HVAC and air purification system to reduce the
spread of COVID-19. Through the CARES Act, CDBG-CV funds have been made available and are
being proposed for the Senior Center Phase III project.

Request by Coby Hanai, to rezone 1.06 acres from Old Town Commercial (OTC) to Old Town
Residential (OTR). The property is located on the west side of Sanders Ferry Road, and the north
side of Cages Road, as identified on Sumner County Tax Map 160M, Group C, Parcels 013.00
and 015.00.

STAFF REPORT
The Applicant, Cages Bend Development, LLC, has submitted a Final Development Plan (FDP) for
80.09 acres located on Cages Bend Road. The proposed residential subdivision, Bellsford
Landing, is planned to have 104 lots with on Cages Bend Road and through the existing Lakes of
Savannah Subdivision. The lot density is 1.3 lots per acre. The proposed development includes
28.86 acres of Open Space.
The Preliminary Development Plan (PDP) for Bellsford Landing was approved in February 2021.
A portion of this Development is part of the previously approved Lakes of Savannah. The
Developer is proposing access as originally approved through Barren Road, currently a stub-out
road shown as a connection point in the original Lakes of Savannah plan. As part of the PDP

approval of Bellsford Landing, the developer agreed to provide an electronic access gate at this
connection for emergency service access which will block public traffic on Barren Road.

aluminum fence was also added at request between common open space A and Lakes of
Savannah at the entrance of the subdivision. Additionally, the developer is proposing a left-
hand turn lane to be installed on Cages Bend southbound at the entrance to the subdivision to
assist with capacity issues.

ELEVATIONS
The Final Development Plan proposal includes brick and stone elevations that would appear to
match the character, style, and size of the surrounding area’s homes, as well as what was
submitted for the Preliminary Development Plan. Zoning and building permits could be issued
for homes using these elevations, if approved. New future elevations would need to be
submitted and approved for staff approval in advance of receive a building/zoning permit.
These elevations could only be approved if Staff feels it meets the character, style, and size
homes of the new development and surrounding area. Homes are to have a minimum 70%
brick or stone on each side, and all are noted to have side loaded garages with approval.

AMENITIES
The existing pond (with fountain) will remain as an amenity as part of this proposal. The
Developer is proposing a playground, dog park, and park pavilion with grills. It also includes a
0.7-mile walking trail, that has three connections between lots via easement to the street
sidewalk system. At the request of staff, the developer has agreed to construct all amenities as
part of Phase I of the development, with the exception of two walking trail connections
between lots in Phase II.

1. Sidewalk will need to be on both sides of collector road with accessible ramps at this
location at COS B:
2. Consider a covered area over the front of the cluster mailbox for inclement weather.
3. Pair street trees on each side of road to remain consistent, this may require multiple trees
adjacent to lots.
4. Provide percentage of brick for each exterior elevation. This will also help when matching
up the zoning permit with the applications in the future. Applicant has confirmed all
elevations will be a minimum 70% brick/stone and 30% hardie.
5. The Oxford and likely the Belmont pictures proposed would not meet the 70% brick
stone/requirement for each side and would need to be removed from the elevations (or
clarified on each elevation that they are just photo representations and would meet the
exterior requirements). Consider removal of the Summerset elevation. Consider adding
some elevations with 0-30% hardie for approval with the FDP to reduce building permit
review time.
6. Provide landscape plan stamped by licensed Landscape Architect for consideration of city
staff approval for FDP and provide E-911 approved street names and approved NES utility
plan with preliminary plat/construction plan submittals.

Development (MXR-PD). Across the street to the west is Stonecrest Subdivision, zoned
Suburban Residential, Low Density, Planned Development (SR-1 PD).

Each lot is 1.4 acres and allows for up to a two-story building with a gross floor area of 19,500
square feet (each building).
Uses allowed on the two lots include: Convenience Retail Sales and Service; Financial Consulting

General Personal Services; General Retail Trade; Professional Services, Medical and Non-
medical; Special Personal and Group Care Facilities; and Religious Facilities.
Conceptual examples of what the building architecture could look like are shown below.
The FDP is in substantial compliance with the PDP. If the FDP is approved, the next step is

This site is located at 212 Indian Lake Boulevard, in between Chipotle and Taco Bell. It is zoned
General Commercial, Planned Development (GC-PD). This is the site of the old O’Charlies, which
was torn down and subdivided into two lots, one of which is now Chipotle. The site
infrastructure was completed with the construction of Chipotle, leaving a vacant building pad
on the second lot.

Aspen Dental, a dental clinic, is proposing to locate on the pad. The existing infrastructure,
including the parking lot, will remain largely as-is. The applicant has worked with staff to amend
their prototype building to conform to City building design standards. The building materials are
mostly brick, with some EIFIS on the taller parapet walls.

STAFF REPORT
This is a site plan based on the recently approved Combined Development Plan named Jackson
Townhomes. The property has been rezoned to Multi-Family Residential, Planned Development
(MFR-PD) and General Commercial, Planned Development (GC-PD). Currently, the plan shows
45 townhome units with two-car garages. This is accessed by a private road that will be
constructed within the development and maintained by the HOA.

The development features an amenity area with a bench and a
gazebo. There are also two mailbox kiosk locations with
dedicated parking.
The commercial portion of this development is required to tie
into the private road for access to reduce access points on
Gallatin Road. The developer of the townhomes will be
responsible for creating this access, tying it into the existing
parking area, and removing the access point(s) on Gallatin
Road, unless the owner of the commercial lot, if different,
chooses to make those changes per this plan. The commercial
site plan other than the access change will be part of a future
site plan when required for a new use or structure.
The units are shown to have two-car garages, with primarily
brick exteriors with hardie features. Most, if not all, of the
units will have a covered patio with second floor balcony,
except for units 24-34 where the balcony would violate the
setback.

STAFF REPORT
Craig Botko, the owner of the property at 108 Jennings Drive in the Lake Cumberland Acres
Subdivision, is requesting to move approximately one third of the existing house on this 0.75-
acre parcel in order to create an additional lot. The property is zoned Suburban Residential, Low
Density (SR-1). The two new lots would meet subdivision compatibility requirements; and the
home can meet the required setbacks, if approved.
The current house is approximately 1,770 square feet. Mr. Botko is proposing to move the
majority of the home. The stoop and screened porch will be removed, subtracting about 150
square feet.
In the case where a Homeowner’s Association does not exist, the Zoning Ordinance requires
Planning Commission approval. Following are the conditions that must be met for approval:

A. The dwelling to be moved is consistent
with the age, value, size, and appearance of
existing dwellings with the developed area into

2 The Planning Commission, if there is not a

initially appraise at least at the average

STAFF REPORT
The applicant has submitted a Preliminary Plat for 167 lots, and 9 open space tracts, located
between Fountain Brooke and the proposed Forest Park subdivisions. This 96-acre property was
annexed into the city and zoned Suburban Residential, Low Density (SR-1) in early 2020, and
does not require a rezoning for the proposed development.
The proposed street network includes Norman Way, which is part of the planned East-West
connector that will eventually connect Saundersville Road to New Shackle Road, dependent on
the development the Baird Farm and adjacent subdivisions along the route, including Forest
Park and Anderson Pointe. In addition, the development will also increase connectivity
significantly for the area, with additional connections to Fountain Brooke on Fountain Brooke
Drive and Forest Park via Bristol Road. The developer has agreed at staff
request to use names of Hendernville police officers that have fallen in the line of duty as part
of the development, which are preapproved by Sumner E-911.

Baird Farm Street Connectivity Plan (Norman Way Collector)
The developer has also proposed enhancements to the development that exceed the minimum
requirements for an SR-1 development. A 6’ grass strip (as opposed to the required 5’) is being
implemented on each street, which has an increased aesthetic appeal. While no open space or
amenities are required given it is not a planned development, the applicant has proposed to
also have approximately 13.6 acres of HOA-maintained open space and a playground.
Construction plans will need to be submitted after approval of the proposed plat, and once
approved and infrastructure is in place and inspected, a Final Plat may then be submitted.
STAFF COMMENTS

1. Add note stating, “Per Section 12.2.4 of the City of Hendersonville Zoning Ordinance, 50% of
the exterior is required to be brick or stone.”
2. Add a note stating, “Per Section 12.2.5.1, if more than 50% of the homes in the subdivision
have front entry garages, all the homes are required to have carriage style doors, and either
a) two single wide doors rather than a double wide door, or b) shall have an arch over the

protection in inclement weather.
7. Show spec/detail of the proposed decorative streetlight pole and lamp.
8. Street trees are required in the grass strip (as applicant has provided in the cross-sections)
and will need to be shown on the landscape plan that will be required sheets in the
construction plans. In addition, a detail of the type of playground equipment should be
shown on the construction plans with a timeline for it being installed (at what point with
which phase).

STAFF REPORT
The Applicant has submitted a rezoning
request for a 1.06-acre portion of two
properties at the intersection of Sanders
Ferry and Cages Road. This includes the
entirety of Tax Map 160M C Parcel 15.00 and
the northern part of Parcel 13.00. This
portion is currently zoned Old Town
Commercial (OTC), and the request is to
rezone this 1.06 acres to Old Town
Residential (OTR). The remainder of the
portion of the two tracts, currently zoned
Old Town Residential (OTR), is approximately
2.31 acres. Approval of the request would
rezone the entirety of the two tracts to Old
Town Residential (OTR).
The application states that the rezoning
request is to allow the intended
development of 40-50 residential units.
OTR allows multi-family, townhome, and
single-family residential uses to be developed at up to 15 units per acre. Both the current OTC
and proposed OTR zoning are consistent with the surrounding area.
The parcels combined at 3.3+ acres are large enough for a Planned Development rezoning
request if the owner chose to do so in the future, which requires 3 acres. The existing 2.31
acres zoned OTR could currently be developed with a site plan, but the remaining 1.06 acres
require rezoning approval to develop residentially.

The existing zoning and uses of proposed rezoning area are as follows:
To the west of the rezoned area: zoned Old Town Residential (OTR) with a vacant land
use.

businesses bordering the lake including Hook Outfitters.

and the 2020-2021 Annual Action Plan Covering the period from July 1, 2020 to June 2, 2021.
The Consolidated Plan is a requirement for the City of Hendersonville to receive funds through
the Community Development Block Grant (CDBG) program of the U.S. Department of Housing
and Urban Development (HUD). The 2020-2021 Annual Action Plan proposes reappropration of
CDBG funding to the Hendersonville Senior Center, Phase II Site and ADA Improvement projects
and the CDBG-CV funding of Phase III improvements to the Hendersonville Senior Center that
include a new HVAC and air purification system to reduce the spread of COVID-19. Through the
CARES Act, CDBG-CV funds have been made available and are being proposed for the Senior
Center Phase III project.
Request by Coby Hanai, to rezone 1.06 acres from Old Town Commercial (OTC) to Old Town
