MINUTES HENDERSONVILLE REGIONAL PLANNING COMMISSION TUESDAY, MAY 4, 2021, 2021 6:30 P.M. – MAIN MEETING ROOM Chairman David Jenkins called the meeting to order at 6:30 p.m. in the City Hall Meeting Room, 101 Maple Drive North, Hendersonville, TN. OPENING PRAYER: Chairman David Jenkins led the opening prayer. DEVELOPMENT PLANS: 21-037-001: NEW SHACKLE ISLAND VETERINARY HOSPITAL (LEFTWICH PROPERTY) – FDP: MOTION BY Stringfellow, seconded by Peterson, to recommend approval of the New Shackle Island Veterinary Hospital (Leftwich Property) – FDP to the Board of Mayor and Aldermen, with all staff comments as listed below. (10-0-0) STAFF REPORT New Shackle Island Vet Hospital is an 8.9-acre parcel originally annexed into the City in 2000 and rezoned from Low Density Residential (R-20) to Multiple Residential/Office Planned Development (MRO-PD) at that time. This Planned Development, known as the Leftwich Planned Development, was approved under the conditions that it only be used for single-family and veterinary office uses. H.R.P.C. MINUTES MAY 4, 2021 PAGE 3 In 2003, the Preliminary Development Plan was amended to add a building for veterinary care and add cat/dog boarding (inside only) to the list of permitted uses. The residential uses were also removed. In the 2014 City-wide rezoning, the property was zoned Office, Planned Development (O-PD) Below is an image of the currently approved plan: The Applicant is now proposing an additional building and supporting parking lot addition at the south end of the property. The house is no longer utilized as a residence. The barn shed will remain, as will the existing veterinary office. The proposed new building is also to be used as a H.R.P.C. (10-0-0) STAFF REPORT This property zoned Heavy Commercial (HC) and is approximately 0.4 acres. It was previously a vacant lot and is now being converted to a Storage Yard, which is a permitted use in that zoning district. When a property that was previously vacant proposes a new use, Planning Commission approval for the site plan is required. The City is requiring an asphalt apron at the street to prevent gravel spill out on the road and to improve aesthetics. The vehicles to be stored on the lot will be screened from view with landscaping and fencing to upgrade the street frontage. H.R.P.C. MINUTES MAY 4, 2021 PAGE 6 STAFF COMMENTS PLANNING DEPARTMENT 1. (10-0-0) STAFF REPORT This 8.9-acre lot is located on the east side of New Shackle Island Road, north of Creekwood Lane. This property has been utilized as a veterinary office since the annexation/rezoning in 2000. The plan later removed residential uses and added cat/dog boarding (restricted to indoor use only). The applicant is now requesting an additional building for veterinary office use. The existing building is 4,146 square feet. The additional building will be over twice the size at 9,679 square feet for a total of 13,825 square feet of veterinary office space. An additional parking lot is included with this Site Plan that will provide 60 additional spaces for the site. H.R.P.C. MINUTES MAY 4, 2021 PAGE 8 STAFF COMMENTS PLANNING DEPARTMENT 1. Approval to be conditioned upon approval of the Final Development Plan 2. Denote Type B Buffer 3. Is the fence existing? If Not: Note the chain link fence to be coated and must be located outside of the tree row to preserve vegetation. Provide the detail. 4. Provide detail of the light pole base and cut sheet on each type of light pole/fixture. 5. Provide cut-off shield for light pole nearest Creekside lots. 6. Shift the detention pond away from (i.e., north of) lot 58 to better preserve existing vegetation and avoid impacts from grading and compaction. 7. Pilasters shall project 4-6” on side elevations or alternative measures shown to provide a change in plane for any wall surface over 40 feet. 8. Record access easement prior to Building Permit issuance. 9. Parking Data is incorrect, please revise. 10. Provide an NES-approved electrical service plan. 11. Adequacy of existing vegetation to fulfill buffer requirements will be analyzed by City prior to U & O issuance. Any deficiencies in screening shall be addressed by owner by adding minimum 8’ height evergreen trees and shrubs to fill in any gaps in coverage. 12. The building area data is conflicting with the FDP. Please reconcile and address parking requirements as well. A revised final plat will need to be submitted to show the additional right-of-way dedication. 3. Ensure no stormwater flow is increased in any drainage area. 4. Note that all roof drains are to be routed to the detention areas. 5. Revise accessible parking signage to be compliant with ADA, MUTCD, and TN Code Annotated requirements. 6. Improve driveway access to New Shackle by providing a TDOT compliant driveway apron with adequate radii. 7. Specify yellow detectable warning plates. 8. Asphalt pavement cross-section should comply with City minimum (8”, 2”, 1.5”). 9. Show intersection sight distance triangles on landscaping sheets. IFC 2018 D103.4 – Dead-end fire apparatus access roads in excess of 150 feet shall be provided with width and turnaround provisions in accordance with Table D103.4. 4. Hendersonville Subdivision Regulations 3-107.201 – Provide a hydrant layout that meets the fire flow requirements and identify each source and the calculated flow rate. 5. Hendersonville Subdivision Regulations 3-107.1 – Provide a utility plan that indicates the location of the proposed hydrants, fire service main sizes, lengths, locations, weights, materials, point of connection to city main; the sizes, types and locations of valves, valve indicators, regulators, meters and valve pits; and the depth that the top of the pipe is laid below grade. 6. IFC 2018 912.2.1 - Provide Sprinkler system FDC on street (address) side of building. 7. (10-0-0) STAFF REPORT Volunteer Village (shown in the blue line in the graphic below) is located at the corner of West Main Street and Walton Ferry Road. The subject site (shown in red) is located on East Main Street, east of Take 5 Oil Change, and just west of the old bank building that was just torn down at the corner of East Main and Walton Ferry. The subject site is zoned General Commercial (GC). The proposed use is a 4,686 square foot, single story multi-tenant building. Waiver Request: A waiver is being requested to allow the foundation planting beds at the front of the building to be less than 5 feet in depth, as required by the Zoning Ordinance. Three of the proposed beds range in depth from 2.5 feet to three feet (see areas marked in red below). The largest bed at the front left (west) corner of the building meets the required 5-foot depth. The landscape island to the right (shown in green) is 2 feet wider than the required 9 feet, so overall the total H.R.P.C. MINUTES MAY 4, 2021 PAGE 11 landscape area provided roughly equals out. Revise ground sign note on sheet C4.0 to read “No new panels may be added to existing sign. Existing sign panels may be refaced with a valid sign permit.” 3. Unless a waiver is granted by the Planning Commission, provide 5’ depth foundation planting beds at the front of the building. 4. On a separate sheet show the future layout plan showing reconfiguration of site layout along Walton Ferry upon completion of TDOT realignment. 5. The scale on sheet C4.0 is incorrect. Revise. 6. Provide NES-approved electric service plan. 7. Provide full irrigation plan prior to application for Building Permit. 8. The building footprint indicates the presence of some wall articulation that the building elevations do not show. Update the elevations to match the building footprint. 9. Consider flipping the building corner with Hardie siding to the interior side of the lot and putting the brick on the side facing Walton Ferry. (10-0-0) STAFF REPORT The Applicant has purchased two lots at the corner of Imperial, Stadium, and Plumlee Drives. The properties are zoned Old Town Residential (OTR), which allows for single-family lots with 5,000 square foot minimum. The proposed Preliminary Plat shows five lots, which is considered a major subdivision which has extra requirements, including a preliminary plat with HRPC review and approval. Sidewalks will be added along the road frontages of Stadium and Plumlee to meet City requirements. Due to the limited lot space, the plat will need to outline the two 9x18 required residential spaces (past the sidewalk). This will likely be a 2-car pad for each lot. The next step would be a final plat submittal. An approved NES electrical plan will need to be provided showing the underground services and two streetlights. STAFF COMMENTS PLANNING DEPARTMENT 1. Change name to Preliminary Plat instead of site plan to avoid confusion. 2. Each lot will be required to be serviced with underground electric from the nearest electric pole (no new overhead is allowed). Provide NES approved electric plan sheet or note stating it will be shown on construction plans and final plat. 3. Add a decorative streetlight and pole at both intersections (add in grass strip at Plumlee intersection and in grass strip near Stadium and Imperial) to meet lighting requirement. H.R.P.C. MINUTES MAY 4, 2021 PAGE 14 4. Due to both minimal ROW and utility conflicts, add 5’ street tree and sidewalk easement on house side. Along Stadium, move street trees to outside of sidewalk in easement on house side, rather than grass strip. 5. Move street trees away from intersections. Can place 1-2 on Plumlee frontage if sidewalks are constructed there. 6. There are two large existing trees on Stadium frontage near Plumlee that may be able to remain and used toward 5 tree count (sidewalk can go around trees in grass strip or easement if needed. Staff prefers keeping the one or both of the mature trees). Developer can make this decision. 7. Use HC ramp at Plumlee and provide spec showing ADA compliant ramp. 8. Show cross section of typical road with 5’ sidewalk, 5’ grass strip, and street trees (obtain from Public Works). 9. Add note stating, “Per ordinance, a minimum two 9x18 spaces will be provided per lot, located past the sidewalk and outside of the right-of- way.” Given the street trees will be distributed to Plumlee, this should lessen the conflict. Side yard/setback area can be used for required 18x36 driveway pad. Garages do not count toward this requirement. 18x36 Driveway pad example (can be a different arrangement of two 9x18 spaces where more room is available on Lots 1 and 2, spaces must be fully past sidewalk per ordinance) 10. Add note to the hatched line (112’ on lots 3 and 5) identifying previous lot line boundary. 11. Need surveyors stamp from licensed TN surveyor. 12. Add a note that a payment-in-lieu for future improvements along Stadium Drive and Plumlee Drive will be required to be paid to the City of Hendersonville prior to recording of the final plat. The approximate amount will be $33,100 (do not include amount in the note). This is in addition to the sidewalk shown as being constructed along Stadium Drive. He also stated the Planning Commissioners’ packets would continue to be distributed digitally, but a printed copy of the staff comments would be available at each meeting.
