Internal Revenue Code Section 125 Flexible Spending Account Plan Amendment Recommended Action: Staff recommends that the City Council adopt Resolution No. 2014-004 and the Hesperia Water District Board adopt Resolution No. 2014-03, authorizing the City Manager to approve an amendment to the City’s Internal Revenue Code Section 125 Flexible Spending Account Plan to allow participants to carryover up to $500 of unused health Flexible Spending Account (FSA) funds from one plan year to the next, beginning in plan year 2013. In addition, staff recommends that the Council/Board authorize the City Manager to approve and implement future changes and amendments to the City’s Section 125 Flexible Spending Account Plan as necessary for any subsequent amendments to the Internal Revenue Code. Consideration of the Planning Commission’s recommendation to approve Specific Plan Amendment SPLA13-00007 to change approximately 1 acre within the Main Street and Freeway Corridor Specific Plan from Public/Institutional Overlay (PIO) to Neighborhood Commercial (NC) at 16656 Yucca Street and a parcel to the west (Applicant: Zamin, LLC; APNs: 0410-141-16 & 54) Recommended Action: The Planning Commission recommends that the City Council introduce and place on first reading Ordinance No. 2014-01 approving Specific Plan Amendment SPLA13-00007.
