2. Warrant Run Report (City - Successor Agency - Housing Authority -

Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community Development
Commission, Fire District, and Water District.

3. Assignment of Water Rights from Jess Ranch Water Company
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the assignment of free production allowance water in the Alto
Subarea from Jess Ranch Water Company in the amount of $497,250.

4. Professional Services Agreement to Infrastructure Engineering Corporation
(IEC) for Water, Wastewater and Recycled Water Master Plan Updates
Recommended Action:
It is recommended that the City Council and the Board of Directors award a
Professional Services Agreement to Infrastructure Engineering Corporation, in
the amount of $99,155 with a 10% contingency in the amount of $9,915, for a
total contract not to exceed $109,070 to prepare an update for the
City/District’s Water, Wastewater and Recycled Water Master Plans.

5. Amend and Increase Contract with Haz Mat Trans, Inc. for Hazardous
Materials Disposal Services
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
an amendment to contract number 2009-10-033 with Haz Mat Trans, Inc.,
thereby extending the contract for an additional year increasing the contract
authority by an additional $25,000 with a new not-to-exceed amount of
$75,000.

6. Professional Services Agreement Amendment with Commonwealth
International, Inc.
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2014-20
approving a $13,000 amendment to the 2013-14 Neighborhood Stabilization
Program (NSP) budget. It is further recommended that the City Council and
the Commissioners of the Hesperia Housing Authority (HHA) Board authorize
an amendment to the Professional Services Agreement (PSA) 2012-13-022

with Commonwealth International, Inc., thereby increasing the contract amount
from $40,788 to $97,788 extending the term for an additional 12 months,
expiring in 2015.

7. Consideration of the Planning Commission’s recommendation to approve
Development Code Amendment DCA14-00001 and Specific Plan Amendment
SPLA14-00001 to amend vehicle service and repairs standards to include
outdoor hoists (Applicant: City of Hesperia; Affected area: Citywide)
Recommended Action:
Place on second reading and adopt by title waiving the text of Ordinance No .
2014-05 approving Development Code Amendment DCA14-00001 and
Ordinance No. 2014-06 approving Specific Plan Amendment SPLA14-00001.

8. Community Development Block Grant (CDBG) One-Year Action Plan
(2014-2015)

It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: (1) Adopt Resolution No. 2014-018 approving the
Program Year (PY) 2014-2015 One-Year Action Plan as recommended by the
City Council Advisory Committee (CCAC) including any modifications or
amendments thereto by the City Council; (2) Authorize staff to modify the
Action Plan based upon the Council’s direction should the City’s CDBG
Entitlement be different than what is contemplated by this action; and (3)
Authorize the City Manager to execute and transmit all necessary documents ,
including the adopted PY 2014-2015 CDBG Action Plan and any amendments,
to assure the City’s timely receipt of CDBG funding.

amendments thereto by the City Council; and (2) Authorize the City Manager
to execute and transmit all necessary documents, including the adopted
2015-2019 Citizen Participation Plan and any amendments.

Recommended Action:
It is recommended that the City Council introduce and place on first reading
Ordinance No. 2014-07, approving Municipal Code Amendment DCA14-00002
amending Title 9 limiting certain activities during special events and organized
gatherings at Civic Plaza Park.

12. Approval of Long Range Property Management Plan
Recommended Action:
It is recommended that the City Council serving as the Successor Agency to
the former Hesperia Community Redevelopment Agency (HCRA) adopt
Resolution No. SA 2014-02 approving the Long Range Property Management
Plan (LRPMP) pursuant to Health and Safety Code (H&SC) §34191.5, and
authorize its submittal to the Oversight Board.
