4. Amend Measure I Fiscal Year 2013/14-2017/18 Five Year Capital Improvement
Plan
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2014-016
amending the Measure I Five Year Capital Improvement Plan Fiscal Years
2013/14-2017/18 to include work on Orchid Street, Main Street and Mountain
Vista Avenue.

5. Amend Contract 2009-10-066 to Include Well 31 Repair
Recommended Action:
It is recommended that the Board Members of the Hesperia Water District
authorize the City Manager to execute a contract amendment to Contract
2009-10-006 with Best Drilling and Pump, Inc. for an additional $9,835 for a
not to exceed amount of $676,028.

6. Community Facilities District (CFD) 94-01, Annexation 165
Recommended Action:
It is recommended that the Fire District Board of Directors adopt Resolution
HFPD 2014-01 admitting Annexation 165 (Panda Express) into the Community
Facilities District (CFD) 94-01 and direct the Secretary of the Board to file the
addition with the County Recorder.

7. Tolling Agreement for Potential Claim in Assessment District 91-1
Recommended Action:
It is recommended that the City Council approve an agreement to toll the
statute of limitations to October 15, 2014 for any claim that may be filed by Jeff
Grismer, property owner in the Assessment District 91-1 (“District”). The
agreement will allow additional time for the City and NBS to complete its
closeout analysis. The agreement will also provide more time for both parties
to discuss and assess the conditions of the District’s closeout .

8. Assignment of Water Rights from Lake Arrowhead Community Services
District
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the assignment of free production allowance water in the Alto
Subarea from Lake Arrowhead Community Services District in the amount of
$139,655.

9. Memorandum of Understanding (MOU) with the Hesperia Recreation and Park
District for design and maintenance of retention/detention basins.
Recommended Action:
It is recommended that the City Council approve a Memorandum of
Understanding (MOU) with the Hesperia Recreation and Park District and
authorize the Mayor to execute the MOU.

10. Consideration of Municipal Code Amendment DCA14-00002 to amend Title 9
limiting certain activities during special and organized gatherings at Civic Plaza
Park (Applicant: City of Hesperia; Location: 15833 Smoke Tree Street).
Recommended Action:
Place on second reading and adopt by title waiving the text of Ordinance No .
2014-07, approving Municipal Code Amendment DCA14-00002 amending Title
9 limiting certain activities during special events and organized gatherings at
Civic Plaza Park.

the sign regulations to extend the use of promotional and special event signs
(Applicant: City of Hesperia; Affected Area: Citywide).
Recommended Action:
It is recommended that the City Council introduce and place on first reading
Ordinance No. 2014-08, approving Development Code Amendment
DCA14-00003 amending the sign regulations to extend the use of promotional
and special event signs for an additional year.

12. Consideration of Amendments to Title 3, Chapter 3.08-Purchasing System of
the Hesperia Municipal Code
Recommended Action:
It is recommended that the City Council introduce and place on first reading
Ordinance No. 2014-09, amending Title 3 of the Municipal Code pertaining to
the purchasing system; adopt Joint Resolution No. 2014-22, HHA 2014-03,
CDC 2014-03, HFPD 2014-02, and HWD 2014-06 establishing purchasing
authorization limits to become effective after the adoption of Ordinance No
2014-09; and adopt joint Resolution No. 2014-23, HHA 2014-04, CDC
2014-04, HFPD 2014-03, and HWD 2014-07 establishing the City’s
Environmentally Preferable Purchasing Policy to become effective after the
adoption of Ordinance No 2014-09.

13. Consideration of Specific Plan Amendment SPLA14-00002, to change the
zoning of approximately 119 gross acres within the Main Street and Freeway
Corridor Specific Plan from Regional Commercial (RC) to
Commercial/Industrial Business Park (CIBP) generally located north of the
California Aqueduct, south of Avenal Street, east of and including the Oro
Grande Wash, and west of Interstate 15. The Planning Commission
recommended reducing the Specific Plan Amendment to approximately 84
acres (Applicant: City of Hesperia; APNs: 0405-062-51, 0405-072-37, 50, & 52
thru 55, and 3064-461-04 & 06)
Recommended Action:
The Planning Commission recommends that the City Council introduce and
place on first reading Ordinance No. 2014-10, approving SPLA14-00002;
retaining 35 gross acres as Regional Commercial (RC).

Recommended action:
The Planning Commission recommends that the City Council adopt Resolution
No. 2014-017, approving General Plan Amendment GPA14-00002; and adopt
Ordinance No. 2014-11, to introduce and place on first reading Specific Plan
Amendment SPLA14-00003 revising open space policies and implementation
measures.

15. Annual Report on Status and Implementation of the General Plan
Recommended Action:
The Planning Commission recommends that the City Council review this
report, and forward it to the City Council, with the intent to direct staff to
transmit copies of the Governor's Office of Planning and Research and the
Department of Housing and Community Development as required by law.
