Recommended Action:
It is recommended that the Council adopt Resolution No. 2014-026, accepting
the appropriation of $26,008.00 from the US Department of Justice, for the
purpose of partially funding operational overtime, training and equipment.

Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall
be determined to have been read by title and further reading waived.
5. Consideration of Amendments to Title 3, Chapter 3.08-Purchasing System of
the Hesperia Municipal Code
Recommended Action:
It is recommended that the City Council place on second reading and adopt by
title waiving the text of Ordinance No. 2014-09, as amended to Title 3 of the
Municipal Code pertaining to the purchasing system.

consistent with the Planning Commission recommendation (Applicant: City of

Recommended Action:
Place on second reading and adopt by title waiving the text of Ordinance No .
2014-10, approving SPLA14-00002; changing the zoning of approximately 33

8. Consideration of Development Code Amendment DCA14-00003 to amending
the sign regulations to extend the use of promotional and special event signs
(Applicant: City of Hesperia; Affected Area: Citywide).
Recommended Action:
It is recommended that the City Council introduce and place on first reading
Ordinance No. 2014-08, approving Development Code Amendment
DCA14-00003 amending the sign regulations to extend the use of promotional
and special event signs for an additional year.

9. Proposed Solid Waste Ordinance Update, and Citywide Fee Schedule

Recommended Action:
Staff recommends that: 1) the City Council introduce and place on first reading
Ordinance No. 2014-13, amending various Chapters of the Hesperia Municipal
Code to comprehensively update the Solid Waste Ordinance regulations, and;
2) the City Council and Board members of the respective Water and Fire
Protection districts, Housing Authority and Community Development
Commission adopt Joint Resolution No. 2014-21, HWD 2014-08, HFPD
2014-04, HHA 2014-05, HCDC 2014-05 and HAS 2014-03, amending the Fee
Schedule to add deposits and administrative fees related to Construction and

NEW BUSINESS - City Council
10. Adopt Resolution No. 2014-25 Amending the FY 2013-14 Capital Improvement
Program Budget for the FY 2013-14 Annual Street Improvement and Main
Street Bridge Rehabilitation projects and Award Contract to Hardy & Harper,
Inc.
Recommended Action:
It is recommended that the City Council award a construction contract to the
lowest responsive/responsible bidder, Hardy & Harper, Incorporated for the FY
2013-14 Annual Street Improvement and Main Street Bridge Rehabilitation
projects in the amount of $2,133,000, approve the design of the project
represented by the plans and specifications; authorize the City Manager to
execute the contract; and adopt Resolution No. 2014-025 to Amend the Fiscal
Year 2013-14 Capital Improvement Program Budget for said projects.
