2. Warrant Run Report (City - Successor Agency - Housing Authority -

Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

3. Annual Community Facilities District No. 94-01 Special Tax Levy
Recommended Action:
It is recommended that the Hesperia Fire Protection District Board of Directors
adopt Resolution No. HFPD 2014-10, authorizing the levy of a special tax for
Community Facilities District (CFD) No. 94-01 and request that San Bernardino

County place the levy on the tax rolls for FY 2014-15.

4. Local Transportation Fund - Article 8a Claim
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2014-41,
authorizing the City Manager to file the FY 2013-14 Local Transportation Fund
- Article 8a claim in the amount of $1,639,063 with San Bernardino Associated
Governments (SANBAG).

5. Contract Amount Amendment for Fiscal Year 2013-14 MuniTemps
Recommended Action:
It is recommended that the City Council authorize the City Manager to approve
an amendment to the MuniTemps agreement in an amount not to exceed
$90,000 from its initial contract award of $50,000, for a total one (1) year
contract amount of $140,000.

6. Community Facilities District (CFD) 94-01, Annexation 166
Recommended Action:
It is recommended that the Fire District Board of Directors adopt Resolution
No. HFPD 2014-09 admitting Annexation 166 (ACERO) into the Community
Facilities District (CFD) 94-01 and direct the Secretary of the Board to file the
addition with the County Recorder.

Recommended Action:

8. Award Contract to Lasting Images Landscape
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
a three (3) year contract with Lasting Images Landscape to provide landscape
maintenance and repair services at City Hall, Branch Library, Police
Department and the landscape surrounding the San Bernardino County
building in the not-to-exceed amount of $138,000.00.

9. Warehouse Commodities Contract: Mueller Parts
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the City Manager to execute a one (1) year commodity contract with
Inland Water Works in the not-to-exceed amount of $130,500.00 for Mueller
parts under water operations including the Pipeline division.

Recommended Action:
It is recommended that the Hesperia Water District Board Members authorize
the City Manager to execute a one-time commodity purchase to Ferguson
Waterworks for Brass Piping, Hydrant Materials, for water operations and
Pipeline division replacement program in the not-to-exceed amount of
$275,000.00.

authorize the City Manager to execute an extension of the existing commodity

13. Extend Contract to Best Drilling and Pump
Recommended Action:
It is recommended that the City Council and the Board of Directors of the
Hesperia Water District authorize the City Manager to execute an extension to
the contract with Best Drilling and Pump in the amount of $73,050 for an
additional year in the new not-to-exceed amount of $750,078.

Recommended Action:
It is recommended that the City Council introduce, and place on first reading,
the ordinance titled “An Ordinance of the City Council of the City of Hesperia
Amending Hesperia Municipal Code Sections 5.48.050, 9.16.010-020 and

with State Law” (hereinafter, the “Amended Ordinance”).

15. Emergency Water Conservaton Regulations and Adoption of Related Fines
Recommended Action:
It is recommended that 1) the City Council and Board of Directors of the
Hesperia Water District (District) adopt Joint Resolution Nos. 2014-42 and
HWD 2014-16 respectively, enacting certain emergency water conservation
measures of the Public Utilities Ordinance [Hesperia Municipal Code (HMC)
Title 14] and; 2) the City Council and Board of Directors of the Hesperia Water
and Fire Protection Districts, Housing Authority, Community Development
Commission and the Successor Agency to the Hesperia Community
Redevelopment Agency adopt Joint Resolution Nos. 2014-42, HWD 2014-16,
HFPD 2014-12, HHA 2014-12, HCDC 2014-12 and SA 2014-07 respectively,
amending the Administrative Fine Schedule to establish fines/penalties for
non-compliance with emergency water conservation regulations.

16. California Statewide Communities Development Authority TEFRA Hearing for
Santa Fe Apartments
Recommended Action:
It is recommended that the City Council Adopt Resolution No. 2014-40
approving the issuance of Multifamily Housing Revenue Bonds (Bonds) by the
California Statewide Communities Development Authority (Authority) in an
aggregate principal amount not to exceed $6,000,000 to finance the
acquisition and rehabilitation of the Santa Fe Apartments and approving the
issuance of refunding bonds.

Recommended Action:
It is recommended that the Commissioners of the Hesperia Housing Authority
