Recommended Action:

Recommended Action:
It is recommended that the Council/Board accept the Treasurer’s Cash Report
for the City, Successor Agency to the Hesperia Community Redevelopment

Fire District, and Water District.

Recommended Action:
It is recommended that the Mayor and Council Members receive and file the
Hesperia Housing Authority Annual Report for Fiscal Year 2013-14.

6. Approve and Accept the Rehabilitation of 9400 Azurite Avenue, 13895 Cajon
Street, 14070 Crystal Street, 10623 Fourth Avenue, 14585 Mauna Loa Street,
14373 Pleasant Glen Court, and 8930 San Marino Avenue
Recommended Action:
It is recommended that the Mayor and City Council Members approve and
accept the rehabilitation of 9400 Azurite Avenue, 13895 Cajon Street, 14070
Crystal Street, 10623 Fourth Avenue, 14585 Mauna Loa Street, 14373
Pleasant Glen Court, and 8930 San Marino Avenue and authorize the
Economic Development Director to execute and record a “Notice of
Completion,” and to release retention amounts withheld.

WAIVE READING OF ORDINANCES
Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall

7. PY 2013-14 Community Development Block Grant (CDBG), Consolidated
Annual Performance and Evaluation Report (CAPER)
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: 1) Approve the Program Year 2013-2014 CAPER;
and 2) Authorize the City Manager or his designee to submit the Program Year
2013-2014 CAPER to HUD, along with any public testimony and changes
thereto as directed by the City Council.

NEW BUSINESS
8. Consideration of potential formation of a Special Financing District (SFD) for
the construction of a portion of the A-04 Master Plan of Drainage (MPD)
facility.
Recommended Action:
It is recommended that the City Council provide direction to staff regarding the
formation of a Special Financing District (SFD) to construct a portion of the
A-04 Master Plan of Drainage (MPD) facility from the Southern California
Aqueduct north to Eucalyptus Street.

9. Joint Resolution Amending the City-Wide Fee Schedule
Recommended Action:
It is recommended that the Council and respective Boards adopt Joint
Resolution No. 2014-43, Resolution No. HWD 2014-17, Resolution No. HFPD
2014-13, Resolution No. HHA 2014-13, and Resolution No. HCDC 2014-13,

Recommended Action:
It is recommended that the City Council receive the information provided, and
provide direction on whether to continue the reduction in Development Impact
Fee charges for single family residential development.

11. San Bernardino County Fire Department discussion on Annexation of the
Hesperia Fire Protection District
Recommended Action:
It is recommended that the Hesperia Fire Protection District (HFPD) Board of
Directors receive and file a report from San Bernardino County Fire
Department (SBCFD) Fire Chief regarding the aspects of the County annexing
the District.
