PY 2013-14 Community Development Block Grant (CDBG), Consolidated Annual Performance and Evaluation Report (CAPER) Recommended Action: It is recommended that the City Council conduct a public hearing and upon accepting public testimony: 1) Approve the Program Year 2013-2014 CAPER; and 2) Authorize the City Manager or his designee to submit the Program Year 2013-2014 CAPER to HUD, along with any public testimony and changes thereto as directed by the City Council. Consideration of potential formation of a Special Financing District (SFD) for the construction of a portion of the A-04 Master Plan of Drainage (MPD) facility. Recommended Action: It is recommended that the City Council provide direction to staff regarding the formation of a Special Financing District (SFD) to construct a portion of the A-04 Master Plan of Drainage (MPD) facility from the Southern California Aqueduct north to Eucalyptus Street.
