Recommended Action:

Fire District, and Water District.

5. Purchase and Sale Agreement R&R Development Company, LLC
Recommended Action:
It is recommended that Board Members of the Successor Agency (SA) to the
Hesperia Community Redevelopment Agency (HCRA) adopt Resolution No.
SA 2014-010, and Commissioners of the Hesperia Housing Authority (HHA)
and Hesperia Community Development Commission (HCDC) adopt Resolution
Nos. HHA 2014-16 and HCDC 2014-16, approving the Purchase and Sale
Agreement (PSA) by and between the HHA, HCDC, SA and R&R
Development Company, LLC (Developer), and authorize the City

Executive Director to execute all documents necessary to consummate this
transaction.

Recommended Action:
It is recommended that the City Council adopt Resolution No. 2014-057,
declaring support for the High Desert Regional Energy Leader Partnership.

7. City of Hesperia Community Facilities District 2005-1 (Belgate Development
Restructuring), County of San Bernardino, State of California Special Tax
Refunding Bonds, Series 2014
Recommended Action:
For the purpose of achieving debt service savings that can be passed through
to taxpayers, it is recommended that (i) the City Council adopt Resolution No.
2014-056, authorizing the issuance of the City of Hesperia Community
Facilities District 2005-1 (Belgate Development Restructuring), County of San
Bernardino, State of California Special Tax Refunding Bonds, Series 2014 (the
“Bonds”) to refinance outstanding bonds and all related documents and actions
and (ii) the Board of Directors of the Hesperia Public Financing Authority adopt
Resolution No. 2014-01 authorizing execution of an escrow deposit and trust
agreement relating to the proposed refinancing.

8. Electric Vehicle Charging Station Grant
Recommended Action:

application to request additional Air District funds to purchase and install an
Electric Vehicle (EV) Charging Station in the City of Hesperia.

9. Fiscal Year 2014-15 First Quarter Budget Review
Recommended Action:
It is recommended that the Fiscal Year 2014-15 First Quarter Budget Review
be received and filed and the related following resolutions, which amend the
respective Fiscal Year 2014-15 Budgets for the City of Hesperia, Hesperia Fire
Protection District, and Hesperia Water District to be approved:
