Recommended Action:
It is recommended that the City Council approve the Draft Minutes from the
Regular Meeting held Tuesday, July 21, 2015.

2. Warrant Run Report (City - Successor Agency - Housing Authority -
Community Development Commission - Fire - Water)
Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

3. Professional Services Agreement with Delucchi Plus for Retail Analysis and
Related Services
Recommended Action:
It is recommended that City Council and Commissioners of the Hesperia
Community Development Commission (HCDC): (i) approve a sole-source
contract in an amount not to exceed $250,000 for a Professional Services
Agreement (PSA) with Delucchi Plus (Contractor) for a retail feasibility study;
(ii) approve Resolutions 2015-34 and HCDC 2015-08 authorizing a budget
amendment for the transfer of $250,000 from the General Fund Reserves to
the HCDC and appropriating $250,000 within HCDC expenditure account
170-25-261-0000-7500; and (iii) authorize the City Manager/Executive Director
to execute: (a) PSA with the Contractor in an amount not to exceed $250,000
which will be in a form approved by the City Attorney and City

Manager/Executive Director; and (b) any amendments thereto necessary to
carry out the intent of City Council and Commissioners in this endeavor.

4. Annual Purchase for Piping and Materials
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the City Manager to approve a one-time purchase from Inland Water
Works Supply for piping and materials needed for the Pipeline Water Line
Replacement program in the not-to-exceed amount of $ 111,181.

Recommended Action:
The Planning Commission recommends that the City Council adopt Resolution
Nos. 2015-35 and 2015-36, approving General Plan Amendment 15-00001
and Tentative Parcel Map15-00001.

Recommended Action:
It is recommended that the City Council introduce and place on first reading
Ordinance No. 2015-08 adopting regulations regarding State mandates for the
plan review and inspection of certain residential rooftop solar systems.

Recommended Action:
It is recommended that the City Council provide direction to staff regarding the
proposed retirement of the 2004 Variable Rate Demand Revenue Bonds, as
adopted in the FY 2015-16 Budget.

8. Annexation of Hesperia Fire Protection District to the County of San
Bernardino Fire Protection District
Recommended action:

It is recommended that the Board of Directors of the Hesperia Fire Protection
District adopt Resolution No. HFPD 2015-14, requesting the Local Agency
Formation Commission (LAFCO) take proceedings for reorganization to annex
the Hesperia Fire Protection District to the San Bernardino County Fire
Protection District.
