Professional Services Agreement with Delucchi Plus for Retail Analysis and Related Services Recommended Action: It is recommended that City Council and Commissioners of the Hesperia Community Development Commission (HCDC): (i) approve a sole-source contract in an amount not to exceed $250,000 for a Professional Services Agreement (PSA) with Delucchi Plus (Contractor) for a retail feasibility study; (ii) approve Resolutions 2015-34 and HCDC 2015-08 authorizing a budget amendment for the transfer of $250,000 from the General Fund Reserves to the HCDC and appropriating $250,000 within HCDC expenditure account 170-25-261-0000-7500; and (iii) authorize the City Manager/Executive Director to execute: (a) PSA with the Contractor in an amount not to exceed $250,000 which will be in a form approved by the City Attorney and City City of Hesperia Page 3 Printed on 7/29/2015 City Council Meeting Agenda August 4, 2015 Manager/Executive Director; and (b) any amendments thereto necessary to carry out the intent of City Council and Commissioners in this endeavor.
