Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

Recommended Action:
It is recommended that the Council/Board accept the Treasurer’s Cash Report
for the City, Successor Agency to the Hesperia Community Redevelopment
Agency, Hesperia Housing Authority, Community Development Commission,
Fire District, and Water District.

4. Community Facilities District (CFD) 94-01, Annexation 174
Recommended Action:
It is recommended that the Fire District Board of Directors adopt Resolution
No. HFPD 2015-17 admitting Annexation 174 (Petco) into the Community
Facilities District (CFD) 94-01 and direct the Secretary of the Board to file the
addition with the County Recorder.

5. Townsend Public Affairs Contract Extension

It is recommended that the City Council approve a one year extension to the
Professional Services Agreement with Townsend Public Affairs for State
Legislative Advocacy Services, effective October 1, 2015 through September
30, 2016.

6. National Meter and Automation, Inc. Contract
Recommended Action:
It is recommended that the Chair and Board Members of the Hesperia Water
District authorize the City Manager to approve a contract for Fiscal Year
2015-16 with National Meter and Automation, Inc., in the not-to-exceed amount
of $250,000 for the purchase of Badger water meters and related water meter
parts.

7. 2015 Urban Water Management Plan Update
Recommended Action:
It is recommended that the Hesperia Water District Board of Directors approve
an agreement with GEI Consultants Inc. in the amount of $59,901 for the
preparation of the District’s 2015 Urban Water Management Plan for the
planning period 2015-2040.

The Planning Commission recommends that the City Council introduce and

9. Continuation of appeal (APP14-00002) of the Planning Commission's decision
to deny Revised Tentative Tract TTR14-00001; Applicant: Frontier
Communities; APNs: 0405-042-07 & 08
Recommended Action:
At the request of the applicant, this item was continued from the City Council
meetings of January 20, 2015, February 17, 2015, April 21, 2015, and June
16, 2015. Frontier Communities has requested a fifth continuance. Staff has
no objection to this request, and recommends that this item be continued to
November 17, 2015.

10. PY 2014-2015 Community Development Block Grant (CDBG), Consolidated
Annual Performance and Evaluation Report (CAPER)
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: 1) Approve the Program Year 2014-2015 CAPER;
and 2) Authorize the City Manager or his designee to submit the Program Year
2014-2015 CAPER to HUD, along with any public testimony and changes
thereto as directed by the City Council.

11. Mojave Desert Air Quality Management District (MDAQMD) AB 2766 Mobile
Source Emission Reduction Grant
Recommended Action:
It is recommended that the City Council adopt Resolution 2015-041 approving
the acceptance of $246,200 in grant funds from the Mojave Desert Air Quality
Management District (MDAQMD) for an adaptive traffic signal synchronization
project, requiring combined City matching funds of $357,500; amending the FY

2015-16 Budget by appropriating $122,000 in Air Quality Management funds
and $35,500 from the General Fund for the Main Street Traffic Signal
Synchronization Project, and; authorizing the City manager to execute the
Agreement with MDAQMD for said grant funds.

12. Resolution No. 2015-046 Amending the Fiscal Year 2015-16 Budget and
Award of Contract for Animal Control Facility - Site Improvements (C.O. No.
6524)
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2015-046
amending the Fiscal Year 2015-16 Budget by appropriating additional funding
to the Animal Control Facility - Site Improvements Project (C.O. No. 6524); and
that the City Council award a contract to the lowest responsive and responsible
bidder, Cooley Construction, Inc. in the amount of $315,560; approve an
additional 10% contingency in the amount of $31,556 for a total construction
budget of $347,116; approve the design of the project represented by the
plans and specifications; and authorize the City Manager to execute the
contract.
