Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
(HWD) adopt Resolution No. HWD 2016-05: (i) approving the “Agreement For
The Purchase And Sale Of Real Property And Joint Escrow Instructions”
(Agreement) by and between the HWD (Seller) and the County of San
Bernardino County Service Area 70, Zone J (Buyer); (ii) authorizing the
General Manager to execute all documents necessary to consummate the
transaction; and (iii) rescinding Resolution No. HWD 2015-03.

4. HLP, Inc. Amendment to Agreement No. 2014-15-054
Recommended Action:
It is recommended that the City Council authorize the City Manager to approve
a contract amendment with HLP, Inc., to perform a data conversion of dog
license data from AC Plus, resulting in a new contract amount not to exceed
$53,800.

5. Approve Purchase of Crack Patcher Material

It is recommended that the City Council authorize the City Manager to execute
a Purchase Order in the not-to-exceed amount of $33,435, for the purchase of
crack patch material from Crafco, Inc. of Fontana, California.

WAIVE READING OF ORDINANCES
Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall

PUBLIC HEARING
6. Community Development Block Grant (CDBG) One-Year Action Plan
(2016-2017)
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: (1) Adopt Resolution No. 2016-007 approving the
Program Year (PY) 2016-2017 One-Year Action Plan funding as
recommended by the City Council Advisory Committee (CCAC) including any
modifications or amendments thereto by the City Council; (2) Authorize staff to
submit the Action Plan based upon the Council’s direction; and (3) Authorize
the City Manager to execute and transmit all necessary documents, including
the adopted PY 2016-2017 Community Development Block Grant (CDBG)
Action Plan and any amendments, to assure the City’s timely receipt of CDBG
funding.

7. Medical Marijuana - Prohibition of Medical Mobile Dispensaries, Cultivation and
Manufacturing.
Recommended Action:
The Planning Commission recommends that the City Council adopt Ordinance
No. 2016-02, recommending that the City Council introduce and place on first
reading an Ordinance to define and prohibit mobile dispensaries, cultivation
and manufacturing of marijuana citywide, as subsequently amended by the
