2. Warrant Run Report (City - Successor Agency - Housing Authority -

Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

It is recommended that the City Council adopt Resolution No. 2016-003 and
the Board of Directors of the Hesperia Water District adopt Resolution HWD
2016-02, approving the Memorandum of Understanding with the Teamsters

Employees’ Salaries, Benefits and Other Related Policies.

Recommended Action:
It is recommended that the City Council, Community Development
Commission, Hesperia Housing Authority Board, Hesperia Water District
Board, and Hesperia Fire Protection District Board receive and file the audited
Financial Statements for the Fiscal Year Ended June 30, 2015.

7. Community Facilities District (CFD) 94-01, Annexation 178
Recommended Action:
It is recommended that the Fire District Board of Directors adopt Resolution

No. HFPD 2016-06 admitting Annexation 178 (High Desert Gateway II) into the
Community Facilities District (CFD) 94-01 and direct the Secretary of the

8. Designation of Voting Delegate and Alternate for Southern California
Association of Governments (SCAG)
Recommended Action:
It is recommended that the City Council designate Council Member Eric
Schmidt as voting delegate to represent the City at the Southern California
Association of Governments (SCAG) annual Regional Conference and
General Assembly meeting to be held May 5 through May 6, 2016 in La
Quinta.

9. Assignment of Water Rights from American States Water Company
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the assignment of free production allowance water in the Alto
Subarea from American States Water Company in the amount of $204,776.

10. Annual Report on Status and Implementation of the General Plan
Recommended Action:
The Planning Commission recommends that the City Council review this
annual report, and direct staff to transmit copies to the Governor's Office of
Planning and Research, and the Department of Housing and Community
Development as required by law.

WAIVE READING OF ORDINANCES
Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall
be determined to have been read by title and further reading waived.
PUBLIC HEARING
11. Continuation of Community Development Block Grant (CDBG) One-Year
Action Plan (2016-2017)
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: (1) Adopt Resolution No. 2016-007 approving the
Program Year (PY) 2016-2017 One-Year Action Plan funding as
recommended by the City Council Advisory Committee (CCAC) including any
modifications or amendments thereto by the City Council; (2) Authorize staff to
submit the Action Plan based upon the Council’s direction; and (3) Authorize
the City Manager to execute and transmit all necessary documents, including
the adopted PY 2016-2017 Community Development Block Grant (CDBG)
Action Plan and any amendments, to assure the City’s timely receipt of CDBG
funding.
