It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

3. Assignment of Water Rights from Helendale Community Services District
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the assignment of free production allowance water in the Alto
Subarea from Helendale Community Services District in the amount of
$97,250.

4. Amendment No. 6 to Waste Disposal Agreement (WDA)
Recommended Action:
It is recommended that the City Council approve Amendment No. 6 to the
Waste Disposal Agreement between the City of Hesperia and the County of
San Bernardino.

5. CalRecycle Beverage Container Recycling City/County Payment Program
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2016-011
authorizing the City Manager to submit a payment program application for the
Department of Resources Recycling and Recovery (CalRecycle) Fiscal Year
2015-16 Beverage Container Recycling City/County Payment Program and
authorize the submittal of applications for all CalRecycle payment programs for
five (5) years from the date of adoption of this resolution.

6. Emergency Water Conservation Regulations
Recommended Action:
It is recommended that the City Council and Board of Directors of the Hesperia
Water District (District) adopt Joint Resolution Nos. 2016-010 and HWD
2016-09 respectively, extending certain emergency water conservation
measures of the Public Utilities Ordinance [Hesperia Municipal Code (HMC)
Title 14] as previously adopted.

7. Accept 2014-15 Annual Street Improvement Projects (CO 7129)
Recommended Action:
It is recommended that the City Council accept FY 2014-15 Annual Street
Improvement project completed by Matich Corporation, Inc., (Construction
Order No. 7129); authorize staff to record a “Notice of Completion” and release
all withheld retention after 35 days from the date of recordation.

8. Contract Amount Amendment for Fiscal Year 2015-16 MuniTemps
Recommended Action:
It is recommended that the City Council authorize the City Manager to approve
an amendment to the MuniTemps agreement in an amount not to exceed
$6,100 from its initial contract award of $50,000, for a total one (1) year
contract amount of $93,100.

9. Revised Combined Compensation Schedules
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2016-008, the
Board of Directors of the Hesperia Water District adopt Resolution HWD
2016-06, the Commission of the Community Development Commission adopt
Resolution CDC 2016-03, and the Commission of the Hesperia Housing
Authority adopt Resolution HHA 2016-04, approving the City’s revised
Combined Compensation Schedule effective May 1, 2016.

10. Continuation of City Council Procedures Manual Review
Recommended Action:
It is recommended that the City Council adopt the annual update of the City
Council Procedures Manual reflecting two updates including revised language
requiring status as a United States Citizen for eligibility to serve as a Planning
Commissioner or Advisory Committee Member and a policy applicable to City
Council Members when voting on salary and benefit matters in their roles
serving as board members for outside agencies.
