Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

3. Revised Combined Compensation Schedules
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2016-009, the
Board of Directors of the Hesperia Water District adopt Resolution HWD
2016-07, the Commission of the Community Development Commission adopt
Resolution CDC 2016-04, and the Commission of the Hesperia Housing
Authority adopt Resolution HHA 2016-05, approving the City’s revised
Combined Compensation Schedule effective July 1, 2016 for the addition of
new positions, as well as a second schedule effective on July 9, 2016 to
incorporate the approved salary increases.

4. Consideration of a One-time Purchase of Piping and Material
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the General Manager to approve a one-time purchase from HD
Supply Waterworks for piping and materials needed for the Pipeline
replacement program for Construction Order #3406 in the not-to-exceed
amount of $97,494.

5. Consideration of Parcel Map 19723
Recommended Action:
It is recommended that the City Council adopt Resolution No. 2016-026
approving Parcel Map No. 19723 to create a fourth parcel on approximately
3.8 gross acres within the Neighborhood Commercial (NC) Zone of the Main
Street and Freeway Corridor Specific Plan located on the southeast corner of
Interstate 15 and Ranchero Road (APN: 0357-561-77).

6. Paving Material Purchase Order for Fiscal Year 2016-17
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
an open purchase order with Vulcan Materials Company of Oro Grande,
California, for asphalt materials necessary to repair the City streets in the
not-to-exceed amount of $100,000.

7. Request for Case Backhoe Tractor Equipment Procurement
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the City Manager to approve the procurement of a new Case
backhoe tractor and award the bid to Sonsray Machinery LLC of Fontana,
California in the not-to-exceed amount of $127,000.

8. Equipment Procurement - Sewer/Storm Drain Cleaning Truck
Recommended Action:
It is recommended that the City Council and Board of Directors of the Hesperia
Water District authorize the City Manager to approve the procurement of a new
sewer/storm drain cleaning truck and apparatus for the Public Works and
Wastewater divisions, and award the bid to Haaker Equipment Company of La
Verne, California, in the not-to-exceed amount of $428,500.

9. Amend and Increase Contract 2015-16-079 with Flyers Energy LLC
Recommended Action:
It is recommended that the City Council, Board of Directors of the Hesperia
Water District, and Board of Directors of the Community Development
Commission (CDC) authorize the City Manager to execute an amendment to
contract number 2015-16-079 with Flyers Energy LLC (Flyers) extending the
contract for an additional year and increasing City Council authority an

additional $480,800 with a new not-to-exceed amount of $690,800.

10. Approve and Accept Construction of Street Improvements - Fir Street and
Rodeo Street (C.O. No. 7134)
Recommended Action:
It is recommended that the City Council accept the work constructed under
Street Improvements - Fir Street and Rodeo Street (C.O. No. 7134) and
authorize staff to record a “Notice of Completion” and release all withheld
retention amounts after 35 calendar days from the date of recordation.

Recommended Action:
It is recommended that the City Council adopt Resolution 2016-036 adopting a
charge of $1,178 for preparation of candidate’s statements.

Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall
be determined to have been read by title and further reading waived.
12. Regional Commercial Specific Plan Amendment at the Ranchero Interchange
Recommended Action:
Place on second reading and adopt by title waiving the text of Ordinance Nos .
2016-03 and 2016-04 to amend the Main Street and Freeway Corridor Specific
Plan from the Auto Sales Commercial (ASC), and Neighborhood Commercial
(NC) zone districts to the Regional Commercial (RC) zone district.
