Recommended Action:
It is recommended that the City Council adopt Resolution No. 2016-023,
authorizing the City Manager to file the FY 2015-16 Local Transportation Fund
- Article 8a claim in the amount of $2,121,183 with San Bernardino Associated
Governments (SANBAG).

5. Annual Community Facilities District No. 94-01 Special Tax Levy
Recommended Action:
It is recommended that the Hesperia Fire Protection District (HFPD) Board of
Directors adopt Resolution No. HFPD 2016-11, authorizing the levy of a
special tax for Community Facilities District (CFD) No. 94-01 and requesting
that San Bernardino County place the levy on the tax rolls for FY 2016-17.

6. Increase to Contract with GEI Consultants, Inc.
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District

authorize the City Manager to approve an increase to contract with GEI
Consultants, Inc., in the amount of $2,360 with a new not-to-exceed amount of
$62,261.

7. Fleet Maintenance Services for Fiscal Year 2016-17
Recommended Action:
It is recommended that the City Council, Board of Directors of the Hesperia
Water District, and Chair and Commission of the Community Development
Commission (CDC) authorize the City Manager to execute an agreement with
Hesperia Unified School District (HUSD) in the not-to-exceed amount of
$435,000 which includes a contingency of 10% (for possible further
maintenance increases) for the provision of providing vehicle /equipment
maintenance for Fiscal Year 2016-17.

8. Equipment Purchase - FX30 Vacuum Excavation System
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the City Manager to approve the purchase of a new FX 30 Vacuum
Excavation System and award the bid to Ditch Witch of Corona, California in
the not-to-exceed amount of $54,000.

9. Consideration of Asphalt Crack Seal Machine and Material Purchase
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
a Purchase Order with Crafco, Inc. of Fontana, California for $83,104 to
purchase an asphalt crack seal machine and an additional $ 75,000 to
purchase asphalt crack seal material, for a total not-to-exceed amount of
$158,104.

10. Consideration of Roofing Replacement & Repairs Bids
Recommended Action:

It is recommended that the City Council, the Board of Directors of the Hesperia
Fire Protection District, and the Board of Directors of the Hesperia Water
District (Council/Boards) relieve All Surface Roofing & Waterproofing
(ASR&W) of their submitted bid and reject all bids received on May 26, 2016
for the Roofing Replacement & Repairs Project and authorize staff to advertise
and bid the project again; and that the Council/Boards adopt Joint Resolution
No. 2016-037, HFPD 2016-012, and HWD 2016-013 amending the Fiscal Year
2016-17 Budget by appropriating additional funding to the Roofing
Replacement & Repairs Project.
Alternative Recommended Action :
It is recommended that the City Council, the Board of Directors of the Hesperia
Fire Protection District, and the Board of Directors of the Hesperia Water
District (Council/Boards) award the construction contract for Roofing
Replacement & Repairs to the lowest responsive, responsible bidder, All
Surface Roofing & Waterproofing for the modified bid amount of $ 328,843;
approve a contingency in the amount of $32,900 for a total construction budget
of $361,743; approve the design of the project represented by the
specifications; authorize the City Manager to execute the contract and that the
Council/Boards adopt Joint Resolution No. 2016-037, HFPD 2016-012, and
HWD 2016-013 amending the Fiscal Year 2016-17 Budget by appropriating
additional funding to the Roofing Replacement & Repairs Project.

Recommended Action:
It is recommended that the City Council approve Resolution No. 2016-034,
confirming parcels of land upon which enforcement and abatement costs
remain, and Resolution No. 2016-035, requesting that San Bernardino County
place the unpaid enforcement and abatement costs on the property tax rolls.
