Recommended Action:
It is recommended that the City Council approve the Draft Minutes from the
Regular Meetings held Tuesday, October 4, 2016 and Tuesday, October 18,
2016.

2. Warrant Run Report (City - Successor Agency - Housing Authority -

Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community
Development Commission, Fire District, and Water District.

3. Vehicle Procurement
Recommended Action:
It is recommended that the City Council and Board of Directors of the Hesperia
Water District authorize the City Manager to approve the procurement of four
(4) new vehicles and award the bid to Fairview Ford Sales, Inc., in the
not-to-exceed amount of $141,061.92.

PUBLIC HEARING
4. Substantial Amendment to the Community Development Block Grant (CDBG)
2015-2019 Consolidated Plan and 2012-2013, 2013-2014, 2014-2015 ,
2015-2016 and 2016-2017 Action Plans
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: Adopt Resolution No. 2016-052 including any
modifications or amendments thereto by the City Council approving 1) a
Substantial Amendment to the Community Development Block Grant (CDBG)
2015-2019 Consolidated Plan (“Consolidated Plan”) by adding one (1)
Strategic Plan Goal and amending the numeric goals under various Strategic
Plan Goals; 2) a Substantial Amendment to the 2012-2013, 2013-2014,
2014-2015, 2015-2016 and 2016-2017 Annual Action Plans (“Action Plans”) by
canceling seven (7) activities totaling $1,409,289 and reprogramming the
funds to the “Street Improvement Projects” activity; and 3) Authorize the City
Manager and/or Economic Development Manager to execute and transmit all
necessary documents, including the Substantial Amendment to the
Consolidated Plan and Action Plans and any additional amendments to assure
the City’s timely expenditure of CDBG funds.

5. Annexation of Hesperia Fire Protection District to the County of San
Bernardino Fire Protection District
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Fire Protection
District (HFPD) adopt Resolution No. HFPD 2016-19, requesting the Local
Agency Formation Commission (LAFCO) take proceedings for reorganization
to annex the HFPD to the San Bernardino County Fire Protection District.

6. Adoption of Ordinance No. 2016-08 adopting the 2016 California Building
Codes
Recommended Action:
It is recommended that the City receive Ordinance No. 2016-08, adopting
changes to Hesperia Municipal Code Chapters 15.04 and 15.06; adopting and
amending the 2016 California Building Code, the 2016 California Residential
Code, the 2016 California Electrical Code, the 2016 California Mechanical
Code, the 2016 California Plumbing Code, the 2016 California Fire Code, the
2016 California Green Building Standards Code, the 2016 California
Referenced Standards Code, the 2016 California Energy Code, the 2016
California Historical Building Code, the 2016 California Administrative Code,
and the 2016 California Existing Building Code (hereafter 2016 Building
Codes) and hold a public hearing regarding this matter on November 15, 2016.
