Recommended Action:
It is recommended that the Council/Board/Commission adopt City Resolution
No. 2016-046, Successor Agency to the Hesperia Community Redevelopment

HHA 2016-09, Community Development Commission Resolution No. CDC
2016-08, Fire District Resolution No. HFPD 2016-17, and Water District

6. Community Development Block Grant Program (CDBG) and Neighborhood
Stabilization Program (NSP) Contract Services with LDM Associates, Inc.
Recommended Action:
It is recommended that the City Council: 1) enter into an eighteen (18) month
sole source contract with LDM Associates, Inc. (LDM) for CDBG and NSP
administration in an amount not to exceed $270,000, and approve additional
funding for LDM’s current contract ending December 31, 2016 in amount not to
exceed $21,000.

7. Extension of Professional Services Agreement with Delucchi Plus
Recommended Action:
It is recommended that the City Council and Commissioners of the Hesperia
Community Development Commission (HCDC) approve and authorize an
amendment to Professional Services Agreement (PSA) 2015-16-042 with
Delucchi Plus, thereby increasing the contract amount from $ 250,000 to
$293,095, and extending the term to December 31, 2016. It is also
recommended that $43,095 be added to PO 2017-10 and termination date of
said PO be extended to December 31, 2016.

8. Adoption of Ordinance No. 2016-08 adopting the 2016 California Building Codes
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony adopt Ordinance No. 2016-08, adopting changes to
Hesperia Municipal Code Chapters 15.04 and 15.06; adopting and amending
the 2016 California Building Code, the 2016 California Residential Code, the
2016 California Electrical Code, the 2016 California Mechanical Code, the 2016
California Plumbing Code, the 2016 California Fire Code, the 2016 California
Green Building Standards Code, the 2016 California Referenced Standards
Code, the 2016 California Energy Code, the 2016 California Historical Building
Code, the 2016 California Administrative Code, and the 2016 California Existing
Building Code (hereafter 2016 Building Codes).

10. City of Hesperia Community Assistance Program - Notice of Funding Availability
Recommended Action:
It is recommended that the City Council, after reviewing the Notice of Funding
Availability (NOFA) for the City of Hesperia (City) Community Assistance
Program (CAP), adopt Resolution No. 2016-057 approving the NOFA for the
CAP and Authorizing the City Manager and/or Economic Development Manager
or their designee to implement the CAP NOFA and make any necessary
revisions to all forms and documents related to the CAP.
