Warrant Run Report (City - Successor Agency - Housing Authority - Community Development Commission - Fire - Water) Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, Fire District, and Water District. Amend the contract with Nobel Systems to include Citywide GIS integrations with Geoviewer and data management Recommended Action: It is recommended that the City Council amend the current 3-year contract with Nobel Systems to include data integration, management, and administrative training for the City's Geographical Information System (GIS), adding $47,820 ($15,940 annually for 3 years) to the current contract amount of $83,000, for a revised not-to-exceed amount of $130,820. Parcel Map No. 19678 Recommended Action: It is recommended that the City Council adopt Resolution No. 2017-003 approving Parcel Map No. 19678 to create five parcels from 7.4 gross acres within the RC Zone located on the northeast corner of Main Street and Escondido Avenue (APNs: 0405-062-45 & 58). Amendment to Plan Review Contracts Recommended Action: It is recommended that the City Council authorize the City Manager to approve an amendment in the amount of $100,000 to the contract with Esgil Corporation, and an amendment to the contract with California Code Check in the amount of $100,000. This will result in a total contract of $150,000 for Esgil and $150,000 for California Code Check for a total of $300,000 in contract authority for plan review services. Composition of City Council Advisory Body Committee Programs and Annual Update of the City Council Procedures Manual Recommended Action: It is recommended that the City Council receive the City Council Advisory Committee Program Activity Summary included in this report and based on findings within the report, adopt Resolution No. 2017-007 dissolving the Public Safety Committee (PSAC) re-assigning the PSAC’s review items to the existing City Council Advisory Committee (CCAC); and adopt the annual update of the City Council Procedures Manual including corresponding updates to the sections regarding Advisory Committees. Continuation of Adoption of Parcel Map 19781 Recommended Action: It is recommended that the City Council adopt Resolution No. 2017-002 approving Parcel Map No. 19781 to create three parcels from four existing parcels and reconfigure a proposed public street (Fashion Way) on approximately 13 gross acres within the Regional Commercial (RC) Zone of the Main Street and Freeway Corridor Specific Plan located on the southeast corner of Ranchero Road and Mariposa Road (APNs: 0357-561-73 thru 76). Consideration of Talisman Pavement Repair Recommended Action: It is recommended that the City Council provide direction to staff regarding pavement repair to Talisman Street between Orchid Avenue and Choiceana Avenue, and if action is taken approving direction to perform pavement repair, authorize a budget amendment in the amount of $40,000 for materials. Purchase and Sale Agreement for Eagle Plaza Recommended Action: It is recommended that the Chair and Board of the Hesperia Public Facilities Corporation (Seller) adopt Resolution No. HPFC 2017-001 approving the sale of Eagle Plaza located at 15776 Main Street pursuant to the Purchase and Sale Agreement (PSA) by and between the Seller and Eagle Plaza Hesperia, LLC. (Buyer), and authorizing the Executive Director to execute all documents necessary to consummate the transaction. Defeasance of Bonds Related to the Sale of Eagle Plaza Recommended Action: It is recommended that (i) the Hesperia Water District Board of Directors adopt resolution No. HWD 2017-001, approving an escrow deposit and trust agreement, authorizing the deposit of funds into an escrow fund related to the 1992B COPs, and authorizing related actions and (ii) the Hesperia Water District Board of Directors adopt resolution No. HWD 2017-002 and the Hesperia Public Financing Authority (HPFA) (“Authority”) adopt Resolution No. HPFA 2017-001, approving and authorizing the execution of irrevocable refunding instructions and an amendment to a lease agreement relating to the HPFA Variable Rate Lease Revenue Refunding Bonds (Water and Administration Facilities Acquisition Project) Taxable Series 1998A and Variable Rate Lease Revenue Refunding Bonds (Water and Administration Facilities Acquisition Project) Tax Exempt Series 1998B and authorizing related official actions.
