City Council

Minutes of Regular Council Meeting Minutes of Special Council Meeting August 22, 2011 at 5 p.m. The meeting was called to order by Mayor Larry Haver. The Pledge of Allegiance was repeated by all present.  Present were:, Council members, Mick Pocratsky, Mike Barth, Bruce Hart, Ron Jones, Ron Beverly & Mike Headley; Administrator, Kent Miller, Solicitor, Troy Essex and Clerk/Treasurer, Diane Collins.  Mel Bontrager was called about 5:30 p.m. and reminded about the meeting. He did come. A Horizon Bros. pay request was held up at the last council meeting due to the fact that they are going to owe the Village at least $14,000 in late fees on the project.  Since there will be at least one or two more pay requests from Horizon council decided to release the check being held.   Jones moved to approve the Horizon bill that was held up at the last council meeting.   Pocratsky seconded. All voted yes. The meeting was called to read legislation proposing to re-zone the property at 530 North Main Street, a/k/a Lots 5, 6 & A pt. and 7 pt. of Shepards and Summers Addition in a timely manner. Melvin Bontrager plans to put 2 triplexes perpendicular to North Main Street on the property that is involved.   There appeared to be at least two concerns: 1)  water run off; and 2) placement. Scott Strahley of RCAP was present and explained a couple options to hold water below the driveway, for example but stated that a hydraulic analysis should be done. It was noted that if there is not adequate drainage and mechanisms are not in place the builder could be denied when requesting a building permit. When Mr. Bontrager arrived at the meeting he was given a Stormwater Management Book to read.    Another special meeting was scheduled for August 29 at 5:30 p.m. to discuss the issue some more. Beverly made a motion to adjourn. Hart seconded. All voted yes.
