MINUTES – BOARD OF ALDERMEN SPECIAL MEETING
DATE: Thursday, July 3, 2025

1. Open Meeting and Establish Quorum/Roll Call– Mayor Kelley opened the meeting at 5:00 PM.

2. Pledge of Allegiance – Mayor Kelley led the Pledge of Allegiance.
3. Recognize Visitors – Visitor present was Jackie Garrow
4. Public Comment

ACTION ITEMS
5. Public Hearing - Variance request to §4.02.010(i) of the Highland Haven Code of Ordinances to allow a water well to
be drilled on Lot 412-B, Section 5, 203 Redbird Street.
The Public Hearing opened at 5:01 PM.
Jackie Garrow explained to the Board her reasons for requesting a variance to §4.02.010(i) of the
Highland Haven Code of Ordinances.
Public Hearing Closed at 5:14 PM.
Discussion with Possible Action – Variance request to §4.02.010(i) of the Highland Haven Code of Ordinances to
allow a water well to be drilled on Lot 412-B, Section 5, 203 Redbird Street.
Motion by Bruce Robertson to deny the variance request while directing the Planning and Zoning
Commission to review the existing ordinance for possible changes based on this specific current
variance request.
Terry Smith seconded the motion. Terry Smith amended the motion to further add that, prior to the
start of the next budget cycle, the City will review volumetric water use rates based on lot size.
Vote: 3-1 (Yes: Terry Smith, Lynn Smith, Bruce Roberston. No: Don Hagans)
