City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, January 20, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, January 20, 2020 at 7:05 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Tom Hotek, Mark Lankey, Pat Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley present. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Brian Kehrli and Nick Manke with MSA Professionals, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hotek to approve the Common Council meeting minutes from December 16, 2019 and January 14, 2020 Special Common Council minutes. Motion carried. Motion by Lankey, second by Parish to approve the monthly bills for payment. Motion carried. Brian Kehrli and Nick Manke from MSA Professionals were present to give an update on the Hillsboro Lake Dredging Project. Badger Environmental & Earthworks, Inc. will begin dredging the lake the week of January 20th. Kehrli discussed adjusting pool depths and dredging quantities to address as many areas on the lake to fit the budget. Motion by Hitselberger, seconded by Hanke to approve the Contractor’s Application for Payment No. 3 in the amount of $109,152.76 to Terra Engineering & Construction for the Dam Project. Motion carried. Motion by Parish, seconded by Novy to approve the Contractor’s Application for Payment No. 1 in the amount of $64,220.00 to Badger Environmental & Earthworks for Dredging Project. Motion carried. Motion by Hanke, seconded by Novy to table item #9 Action on Airport Property Annexation for further discussion. Motion carried. Motion by Novy, seconded by Hanke to approve purchasing the Western 6 ft. Impact Multi- Position Snowplow. Motion carried. Motion by Hanke, seconded by Novy to approve purchasing the John Deere XUV835M UTV in the amount of $21,101.61 and Extended Warranty package in the amount of $309.00 from Hillsboro Equipment, Inc. Motion carried. Motion by Hanke, seconded by Moen to approve the Consent Resolution #01-2020 To Initiate the Discontinuance of a Portion of Salsbery Circle in the City of Hillsboro. Motion carried. Motion by Hitselberger, seconded by Hotek to approve Operator Licenses #1-2020 to #3- 2020. Motion carried. Motion by Moen, seconded by Hanke to approve Operator Licenses #4-2020 to #6-2020 with revising a question on the Operator License Application which frequently causes confusion. Motion carried. Motion by Novy, seconded by Hotek to adjourn at 8:00 P.M. Motion carried.
