__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, February 17, 2020 Joint Meeting with Room Tax Committee The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, February 17, 2020 at 7:03 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Tom Hotek, Mark Lankey, Darrow Novy, Elizabeth Parish, and Randy Seeley present. Garth Hitselberger arrived at 7:09 P.M. Pat Moen was absent. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, Carol Jefferies, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Parish, seconded by Hanke to approve the January 20, 2020 Common Council meeting minutes. Motion carried. Discussion was held regarding the Tourism and Community Development Partnership with Viroqua Chamber Main Street. Executive Director of Viroqua Chamber Main Street, Nora Rougen-Schmidt was present via telecom. Viroqua Chamber Main Street assists communities with small business growth, promotion, and economic development. Roughen-Schmidt discussed a pilot program for 2020 creating a partnership with Hillsboro. Motion by Parish, seconded by Hotek to move forward with the pilot partnership between the City of Hillsboro and Viroqua Chamber Main Street investing up to $5,000 with the Room Tax responsible for the remainder amount of $15,000. Motion carried. Motion by Lankey, second by Parish to approve the monthly bills for payment. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Contractor’s Application #4 for payment to Terra Engineering & Construction Corporation for Dam Project. Motion carried. Motion by Lankey, seconded by Hanke to approve Contractor’s Application #2 for payment to Badger Environmental and Earthworks for Dredging Project. Motion carried. Motion by Hanke, seconded by Hitselberger to approve MSA’s surveying services regarding the annexation (Airport) of existing City property in the Town of Hillsboro in the amount of $1,500. Motion carried. Motion by Seeley, seconded by Parish to approve E. Madison Street rail right-of-way location as the future site for the Train Restoration. Motion carried. Motion by Lankey, seconded by Hitselberger to approve Forward Hillsboro, LLC Salsbery Circle Apartment Development Site Plan Amendment to allow the two 8-unit buildings to be places back-to-back verses side by side. Motion carried. Motion by Hotek, seconded by Hanke to approve the Streets Laborer Job Announcement with the position remaining opened until filled. Motion carried. Motion by Hitselberger, seconded by Hanke to approve Operator Licenses #7-2020 and #8- 2020. Motion carried. Motion by Hanke, seconded by Hitselberger to adjourn at 8:09 P.M.
