City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, March 16, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, March 16, 2020 at 7:05 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Tom Hotek, Pat Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley present. Mark Lankey was absent. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hitselberger to approve the Common Council Joint Meeting with Room Tax Committee minutes from February 17, 2020. Motion carried. Motion by Parish, second by Hanke to approve the monthly bills for payment. Motion carried. Dan Greve from MSA was present via telecommunication to update the Council on the three bids submitted regarding the City Wastewater Treatment Facility Improvement (CWF/CDBG-CLOSE Project). Motion by Moen, seconded by Hanke to accept the lowest bid received from August Winter & Sons, Inc. in the amount $1,426,850. Motion carried. Motion by Parish, seconded by Moen to approve Pay Application #5 to Terra Engineering & Construction for Dam Project. Motion carried. Motion by Hanke, seconded Hotek to approve Pay Application #3 to Badger Environmental and Earthworks for Dredging Project. Motion carried. Motion by Hanke, seconded by Moen to approve the Spashpad Phase 3 Equipment purchase in the amount of $11,955. Motion carried. Motion by Hitselberger, seconded by Moen to accept the WisDOT MLS Grant for Elm Avenue Project ($400,000/54.9%). Motion carried. Motion by Hitselberger, seconded by Hotek to approve the Outdoor Recreation Aids Grant Contract (DNR Stewardship Projects). Motion carried. Motion by Moen, seconded by Novy to approve the Ordinance Enforcement during Drag Race Events. Hanke and Hitselberger opposed. Motion carried. Motion by Hotek, seconded by Moen to approve all 2020 Surplus Bid Results except 1990 Generac. Motion carried. Administrator Sonntag informed the Council of the 2019 Hillsboro Public Library Annual Report. Motion by Hanke, seconded by Hotek to approve Resolution #02-2020 Amending the City of Hillsboro Employee Handbook. Motion carried. Motion by Parish, seconded by Hitselberger to approve Resolution #03-2020 Resolution to Ratify the Emergency Proclamation Approved by Chief Executive Officer Pertaining to the COVID-19 Pandemic and Declaration of Emergency. Motion carried. Motion by Hitselberger, seconded by Parish to approve Operator License #9-2020, #11- 2020, #12-2020, and #14-2020. Motion carried. Motion by Hitselberger, seconded by Moen to deny Operator License #15-2020 due to numerous criminal convictions. Motion carried. Motion by Parish, seconded by Hanke to adjourn at 8:00 P.M.
