__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, April 20, 2020 The Common Council Meeting , which was a remote meeting with attendees appearing via phone designated with (p), was called to order by Mayor Greg Kubarski on Monday, April 20, 2020 at 7:00 PM. Mayor Kubarski asked for affirmation of proper public notice to which City Administrator Adam Sonntag replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke(p), Garth Hitselberger(p), Tom Hotek(p), Mark Lankey(p), Darrow Novy(p), Elizabeth Parish(p), and Randy Seeley(p) present. Pat Moen was absent. Others in attendance were: City Administrator Adam Sonntag, Police Chief Patrick Clark, Hillsboro Sentry Editor, Nicolette Nauman(p), and Ron Schreve(p). Motion by Parish, second by Hanke to approve the Common Council Meeting minutes from March 16, 2020. Motion carried. Mayor Kubarski opened a Public Hearing regarding the discontinuance of the inside portion of Salsbery Circle right-of way at 7:02 PM. No public comment was registered. Motion by Hotek, second by Hanke to close the public hearing at 7:04 PM. Motion carried. Mayor Kubarski issued a Mayoral Proclamation for Fair Housing Month (April). Mayor Kubarski issued a Mayoral Proclamation for Arbor Day (April 24). Motion by Lankey, second by Hitselberger to approve the monthly bills for payment. Motion carried. Motion by Hotek, second by Hanke to approve the hiring of Brandon Kiel for the open Street Laborer position and adjust hourly wages for Street Department employees. Motion carried. Motion by Hotek, seconded by Novy to reject the single bid from Gerke Excavating ($92,321.90) for the Water Ave. Lift Station Project. Motion carried. Motion by Novy, seconded Hotek to approve the City of Hillsboro Telecommuting Policy. Motion carried. Motion by Parish, seconded by Novy to approve the Families First Coronavirus Response Act Compliance Policy. Motion carried. Motion by Novy, seconded by Lankey to approve Borrowing Resolution #04-2020 – $1.4 million WWTP Upgrade Construction Financing with Royal Bank at 1.25%. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Resolution #05-2020 Consent Resolution to Discontinue a Portion of Salsbery Circle. Motion carried. Motion by Hotek, seconded by Novy to approve Resolution #06-2020 Remote Participation for Meetings. Motion carried. Motion by Hanke, seconded by Parish to approve Resolution #07-2020 Resolution for Revolving Loan Fund Payments During State of Emergency. Motion carried. Motion by Parish, seconded by Hanke to adjourn at 7:25 PM. Motion carried.
