REORGANIZATION AND SPECIAL COMMON
COUNCIL MINUTES
THURSDAY, APRIL 30, 2020
The Reorganization meeting of the Common Council, which was a remote meeting with
attendees appearing via phone designated with (p), was called to order by Mayor Greg Kubarski
at 7:00 P.M. on Thursday, April 30, 2020.
Mayor Kubarski asked for affirmation of proper public notice to which City Administrator
Sonntag replied the notice was properly posted.
The Oaths of Office to the newly elected Alderpersons and Mayor were performed prior to the
meeting.
Roll call was taken with Alderperson Rick Hanke (p), Garth Hitselberger (p), Thomas Hotek (p),
Mark Lankey (p), Patricia Moen (p), Darrow Novy (p), Randall Seeley (p), and Elizabeth Parish
(p) present. Others in attendance: City Administrator Adam Sonntag.
Motion by Hitselberger, seconded by Moen to approve Mark Lankey as City Council President.
Motion carried.
Motion by Novy, seconded by Hanke to approve the Finance & Personnel Committee – Chair
Mark Lankey, Elizabeth Parish, Garth Hitselberger and Thomas Hotek. Improvement and
Services Committee – Chair Darrow Novy, Rick Hanke, Mark Lankey, and Randall Seeley.
Safety and Welfare Committee – Chair Pat Moen, Thomas Hotek, Randall Seeley, and Darrow
Novy. Motion carried.
Motion by Hanke, seconded by Moen to approve the standing committee meeting time schedule
for the second Tuesday of each month starting at 7:00 P.M. and the Common Council meeting
schedule for the third Monday of each month at 7:00 P.M. Motion carried.
Motion by Parish, seconded by Hanke to approve the Farmers State Bank as the City’s official
bank. Motion carried.
Motion by Hanke, seconded by Moen to approve The Hillsboro Sentry-Enterprise as the City’s
official newspaper. Motion carried.
Motion by Hitselberger, seconded by Hotek to approve Steven A. Roy and Timothy M. Homar
of Geier, Homar, & Roy, LLP as City of Hillsboro Attorney. Motion carried.
Motion by Hanke, seconded by Parish to approve the Revolving Loan Fund appointments.
Motion carried.
Motion by Moen, seconded by Hanke to approve the Police Committee appointments. Motion
carried.
Motion by Lankey, seconded by Novy to approve the Community Development Authority
(CDA) appointments. Motion carried.
Motion by Hotek, seconded by Hanke to approve the City Plan Commission appointments.
Motion carried.
Motion by Hitselberger, seconded by Moen to approve the Board of Review appointments.
Motion carried.
Motion by Moen, seconded by Hanke to approve the Hillsboro Fire Association appointments.
Motion carried.
Motion by Parish, seconded by Moen to approve the Room Tax Commission appointments.
Motion carried.
Motion by Seeley, seconded by Hotek to approve the remaining Mayoral appointments. Motion
carried. Committees and Appointments attached.
Special Common Council Meeting:
Five bids were reviewed for the CTH FF Bridge Expansion Project. Motion by Hanke, second by
Moen to accept the low bid from Larson Construction Co., Inc. for $416,497.35. Motion carried.
Motion by Parish, seconded by Moen to adjourn at 7:22 P.M. Motion carried.
